The United States Postal Service is recruiting for a Software Architect III to work in San Mateo, CA. (DOMICILE TO BE CONSIDERED, HYBRID) This position is a permanent and full-time with federal benefits. Please see below the position description.

SALARY RANGE: 112,440.,740.00 USD Annually

FUNCTIONAL PURPOSE:
Manages and oversees a technical team performing large-scale projects focused on the development, design, implementation, and ongoing lifecycle support for software architecture solutions. Provides direction and guidance to stakeholders and teams on various technology options and ensures solutions meets the business need and conform to USPS technology architecture, policies, procedures, and standards.

DUTIES AND RESPONSIBILITIES:

1. Provides technical guidance to support the design and development of technical solutions, enhancement maintenance projects, and ongoing production support; provides guidance, feedback, makes assignments, and reviews work for business and technology solutions team members. 2. Manages contracts to ensure work is completed in a timely manner and meets defined quality standards and defined scope; facilitates the coordination between stakeholders to ensure the analysis, design, development, testing, implementation, and maintenance of business information systems. 3. Manages and coordinates the activities of professional employees and/or bargaining unit employees; provides direction, guidance, and feedback to team members to ensure successful project completion. 4. Estimates costs (physical, financial, and human capital), integrates cost baselines into overall budget, and confirms funding sources. Monitors the actual spend throughout the development lifecycle and compares actual vs. budget at project completion to identify opportunities for future development efforts. 5. Researches and evaluates emerging technology-based solutions and developments; develops and implements recommendations to improve architectural design of solutions for new and existing applications. 6. Provides project and release management to ensure projects are executed in a timely manner including, work breakdown, resource estimates, planning, financial management, negotiation of deliverables, and status reporting. Meet regularly with customers to ensure timely and effective response to requests for service and high levels of customer satisfaction. Collaborates with leadership to ensure resources are aligned adequately across project. 7. Develop and maintain communication processes with management, staff, and customers to inform them of business and technology solution goals and benefits. 8. Determines training and development needs of employees to adequately support USPS technology solutions and emerging technologies. 9. Enforce compliance of USPS architecture standards, secure coding practices, policies, procedures for IT programs/projects. REQUIREMENTS:

1. Ability to use industry developments, software development processes, current and emerging technologies, and architectural styles and design patterns sufficient to implement new frameworks for the development of application software or system that are cost-effective.

2. Ability to design secure software systems based upon industry-specific specifications and implement best practices for software solutions.

3. Ability to research and evaluate ongoing emerging technology-based solutions and developments sufficient to develop and implement cost- effective recommendations to improve architectural design for new and existing applications to achieve optimum performance.

4. Ability to lead teams of employees and suppliers engaged in complex projects and initiatives to meet business and technology solution needs, ensure consistency with initial design, evaluate performance against goals, and to provide technical guidance and feedback.

5.Ability to perform project and release management activities such as work breakdown, resource estimating, project planning, tracking/oversight, scheduling tasks, negotiating deliverables, project administration, status reporting, and measuring performance against planned objectives.

6. Ability to collaborate with key stakeholders and technical teams to determine functional and non-functional requirements for new software or applications.

7. Ability to communicate effectively, both orally and in writing, with executive leadership, business customers, external business partners, project teams and technical staff to meet organizational goals.

8. EDUCATION / EXPERIENCE REQUIREMENT: Applicants must possess one of the following: 1. Possession of a Bachelor's degree in one of the following fields: Information Technology, Engineering, or a related field to one specified above from an accredited college or university by a national or regional accreditation organization recognized and sanctioned by the U.S. Department of Education; OR 2. Possess four (4) years of equivalent professional experience in software engineering or information technology.

IMPORTANT INFORMATION:

Qualified applicants must successfully pass a pre-employment drug screening to meet the U.S. Postal Service's requirement to be drug free.

Background Check:

The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 5-year inquiry for any location where the individual has resided, worked, or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible.
