Duties Plans, develops, organizes, implements, and directs the activities of the NG SAPR Program and other pro- grams to strengthen the common NG culture. Serves to review and implement DOD and NGB policy. Ensures the development and implementation of programs relating to sexual assault and interpersonal violence. Collects and manages SAPR Data. More information on PCS requirements, may be found at: This position is subject to provisions of the DoD Priority Placement Program Disclosure of Political Appointments This is a TERM position, Not to Exceed 25 APR 2026. This is an Obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. Performs other related duties as required. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Temporary Duty travel (TDY) may be required up to 25%. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Employee may be required to work overtime. The incumbent must be able to obtain and maintain a SECRET Security clearance. Requires successful completion of an 80 SAPR training course and completion of all requirements to obtain DOD Certification within 6 months of hire. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May be required to carry cell phone to respond to inquiries of SAPR. May occasionally be required to work other than normal duty hours. Tier 3 background investigation and State Criminal History Repository (SCHR) check is required. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the IOR for the Social Science Series, 0101. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Basic Requirements Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing expert knowledge of social services delivery systems and concepts, principles, and theories relating specifically to prevention of and response to sexual assault, domestic violence, and other areas of interpersonal violence and trauma. 2) Applying knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexually assault, and other acts of interpersonal violence. 3) Assessing program needs to accomplish goals and objectives, evaluating program status, and recommending and/or implementing solutions for improvements. 4) Applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues. 5) Providing leadership, advice, and counsel in the development and implementation of the Agency Victim Support Program and Wingman Support Program. 6) Communicating effectively with others orally and in writing, in working out solutions to problems or questions relating to work. 7) Preparing special studies and staff reports including meeting emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 8) Gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively with others both orally and in writing, in working out solutions to problems or questions relating to work. 5. Ability to prepare special studies and staff reports including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. 6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
