Duties This position is in the Wyoming National Guard (WY ARNG) and its purpose is to serve as the WY ARNG Brigade (BDE) Sexual Assault Prevention and Response Coordinator for the military, civilians, and dependents. Provides 24/7 in-person and telephonic response to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Adjutant General who sets overall objectives and provides resources available. It falls under the supervision of the Wyoming National Guard's Sexual Assault Prevention and Response Officer. Requirements Conditions of Employment CONDITIONS of EMPLOYMENT and NOTES:

• Must obtain and maintain a SECRET security clearance.
• This position is subject to provisions of the DoD Priority Placement Program.

• GS-0101-12 positions are within the professional series IAW 5 USC 3319, and compensably disabled preference eligible veterans (CPS/CP) are not automatically placed at the top of the Certificate of Eligibles (5 USC 3313). Eligibles will be listed in score order, including veterans' preference points.

Qualifications Referrals of qualified applicants will be issued in the following order: Area 1: Permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within Joint Forces Headquarters. Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: Currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. SAPR PERSONNEL RESTRICTIONS: Per CNGBI 1300.01, " National Guard (NG) Sexual Assault Prevention and Response Program ", NG members who are currently serving in the following positions are prohibited from serving as SARCs, Victim Advocates Coordinators, or SAPR Victim Advocates due to professional conflicts of interest. Exceptions will be considered case-by-case by NGB-J1-SAPR Office. Exceptions will be coordinated through HRO for signature by The Adjutant General. SPECIALIZED EXPERIENCE: Must possess at least 1 year equivalent to at least the next lower grade (GS-11) with the particular knowledge, skills, and abilities to successfully perform the duties of the position in the public or private sector advising and providing counsel to employees regarding policies, procedures, and directives of management; serving as a SARC to comply with DoD and/or NGB requirements to develop, manage, and assess climate and culture, prevention and response programs and activities for sexual assault and other areas of interpersonal violence and victim needs across the state, as directed by The Adjutant General (TAG) or agency heads; has experience providing services to a BDE-level (or equivalent) Sexual Assault Response Coordinator (SARCs); experience reviewing expenditure plans, programs, guidelines, and validating budget utilization to address WY ARNG Sexual Assault Prevention and Response programs. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Comprehensive knowledge of a wide range of sexual assault principles, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault and make technical recommendations for decisions in sexual assault cases. Comprehensive knowledge of a wide range of sexual assault prevention and response, executive orders, laws, regulations and policies, and relevant decisions to recognize and prevent sexual assault, and to make technical recommendations for decisions in resources and response for sexual assault cases. Collaborates with SAPR Officer, subsidiary BDE SARCs to include Alt SARCs, VAs and other stakeholders to create and execute plans, outreach efforts, messaging, and activities for SAPR related events to include, but not limited to, Sexual Assault Awareness and Prevention Month. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Current non-temporary Federal employees who held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. To qualify for a GS-12 position you must have served at least 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
