This position performs work involving the installation, operation, maintenance, inspection and repair of traffic signal and street lighting installations and other traffic control devices recognized by the Manual on Uniform Traffic Control Devices (MUTCD) and has the ability to perform journey level electrical work in the design, inspection, maintenance, and repair of electrical systems and equipment in municipal buildings and facilities.

This is the advanced level position in the traffic systems control technician job series. Positions in this class perform the more complex and specialized tasks in support of the city's traffic signal and street lighting systems and electrical systems in municipal buildings and facilities. Work is performed within established procedures; however, incumbents complete tasks independently and apply established guidelines and alternatives to make judgments and decisions.

Examples of Job Duties

•  Analyzes, evaluates and prioritizes routine maintenance, repair and modifications for integrity and functionality of traffic control devices within the city limits; installs, operates, maintains, inspects, and repairs all types of traffic signal, street lighting and other types of traffic control devices recognized by the MUTCD, such as beacons and electronic signs. The traffic signal system may include traffic signal cabinets and controllers (170 & 2070 type), video, magnetic and radar vehicle detection, pedestrian detection, emergency and railroad preemption, vehicular and pedestrian displays, conflict monitors, battery backup systems, and communication systems.
•  Evaluates and proposes changes to traffic signal equipment and/or operations while recognizing problems that may arise; works closely with and reports issues to the traffic engineer.
•  Maintains, installs, inspects, and repairs City owned street light installations including electrical services, foundations, poles, fixtures and electrical wiring.
•  Reviews civil engineering plans and specifications for traffic signals, street lighting and other traffic systems for technical adequacy and consistency with established codes and standards. Tests operation of traffic signal equipment and new traffic control devices prior to installation. Inspects contractor's work to ensure installations are constructed according to plans and specifications.
•  Maintains inventory and maintenance records of installed traffic signal systems, street lighting and other traffic control devices, facilities, and equipment.
•  Works with staff to establish standards for electrical/electronic components and installations including establishing provisions for all traffic signal and street lighting equipment.
•  Designs, inspects, maintains, and repairs electrical systems and equipment in city buildings and facilities, including electrical distribution circuits and wiring appurtenances of city buildings and related equipment.
•  Maintains electrical motors and other public works electrical machinery and equipment including telemetry and radio system equipment.
Qualifications

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:
•  Two years experience performing a variety of the essential duties of the position.
•  Experience with Type 170 and/or Type 2070 traffic signal controllers and cabinets is preferred. Education and Training:
•  High school diploma or GED is required.
•  Two years of coursework in electrical installation, maintenance, and repair, and electronics. Licenses or Certificates:
•  Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License.
•  Must possess, or have the ability to possess within six months of hire date:

•  Washington State General Journey Level Electrician (EL01) license
•  Level I certification by the International Municipal Signal Association as a traffic signal technician/electrician.
•  first aid and CPR certifications
•  flagger certification
•  Must possess, or have the ability to possess within one year of hire date, Level II certification by the International Municipal Signal Association as a traffic signal technician/electrician. Work Environment

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

This position regularly works indoors and outside in various weather conditions. The employee frequently works around heavy equipment or high voltage power lines. The employee may be exposed to physical hazards from mechanical and electrical equipment and also will sometimes work in hazardous areas under hazardous conditions. The employee often works in traffic, near moving mechanical parts and in high, precarious places and confined spaces, such as ladders, hydraulic boom truck, scaffolding, lift stations, and crawl spaces. Incumbents are occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock and radiation. The noise level in the work environment is usually moderate to loud.

This position works a regular schedule, however, incumbents may be called in to work at irregular times in emergency situations.
