Job Description Scientific Research Corporation (SRC) is looking for a Senior Systems Engineer to participate in a team tasked with providing Naval Information Warfare Center (NIWC) Pacific with a broad range of cybersecurity capability- development, reviews, testing, training, threat and risk assessments, engineering process improvement and Assessment and Authorization (A&A) Services. The task will require the Senior Systems Engineer to provide Systems Engineering and System Security Engineering services to assist in the design, development, testing, fielding and sustainment of highly resilient and survivable systems by addressing security in personnel, devices, applications, data, networks, auditing, and analytics. The ideal candidate will have a broad range of Cybersecurity/Information Assurance (CS/IA) experience with Navy Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) projects, inclusive of Cybersecurity Technical Authority (CSTA), Navy Cyber Situational Awareness (NCSA), and Risk Management Framework (RMF) up to the Top Secret/Sensitive Compartmented Information (TS/SCI) level. This position will directly support NIWC Pacific on-site in San Diego, CA. PRIMARY DUTIES & RESPONSIBILITIES:
Develops Cybersecurity threat and risk reporting standards, tools, and processes to include maintaining threat and risk awareness, and examine and evaluate cybersecurity information including exploitation analysis and threat Performs monitoring and reporting for NCSA Monitoring, CND, and Defense Cyber Operations (DCO), to include developing and providing reports and Performs static and dynamic code analysis and compliance validation
Performs risk assessment documents, e.g. Suspicious Activity Reporting (SAR), and provide risk mitigation recommendations
Monitors technical assessments and recommend efficiencies and improvements throughout the steps/phases of RMF, and CYBERSAFE
Provides training on adhering to cybersecurity compliance while maintaining system baselines Requirements MINIMUM SKILLS & REQUIREMENTS:
Bachelor of Science (B.S.) degree in Computer Science, Cybersecurity, Cybersecurity Management and Policy, Engineering or a related Five plus (5+) years of experience on C4ISR projects with considerable contributions to two or more of the following: IA Compliance, Software Assurance and Security Engineering, Systems Security Architecture, Systems Security Analysis, Computer Network Defense (CND) Analysis, Threat Analysis, Exploitation Analysis
Certified Information Systems Security Professional (CISSP) and/or CompTIA Advanced Security Practitioner (CASP) and/or Certified Secure Software Lifecycle Professional (CSSLP)
Active TS/SCI clearanceDESIRED SKILLS & REQUIREMENTS:
Experience in assessing, analyzing, and providing recommendations for critical CS/ IA capabilities to include CND, High Assurance, and Information System Security Engineering covering Naval General Service (GENSER) National Security System (NSS) and Defense Business System (DBS)
Experience with identification and documentation of attack vectors and prioritizing cyber technical risk; conducting threat and risk assessments and analyses; providing threat and risk reports and briefings developing CS/IA standards
Experience performing CS reviews during Systems Engineering Technical Reviews (SETR), Platform Technical Review Boards (PTRB) reviews, Engineering Change Request (ECR) reviews, and Ship Change Document (SCD) review
Experience performing CS testing and analysis to identify CS vulnerabilities on a broad range of NSS and DBS systems to include non-traditional IS, combat/weapon systems, shipboard aviation systems, HM&E, ICS/NCS, SCADA and special-purpose networks
Experience with CSTA standards and Defense-in-Depth Functional Implementation Architecture (DFIA)/ Defense-in-Depth Functional Implementation Architecture Network Transformation (DFIANT) implementation/development
Experience is desired in RMF, Navy RMF Process Guide, Information Assurance Technical Authority (IA TA) Standards including Defense-in-Depth Functional Implementation Architecture (DFIA); CYBERSAFE; and NCSA)SRC IS A CONTRACTOR FOR THE U.S. GOVERNMENT.
