Overview: INTECON, LLC is seeking a highly motivated and experienced Property Specialist to join its team and provide critical support to the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD) for immediate hire. The selected candidate will play a key role in supporting the Asset Management Branch (AMB) by assisting in the inventory and tracking of ONCP/BMD property, including government-furnished property (GFP) and contractor-acquired property (CAP). The Senior Property Specialist will also contribute to the development, implementation, and improvement of processes to ensure ONCP property accountability and compliance with government property management regulations. Key Responsibilities:

• Take ownership of high-visibility and mission-critical aspects within the Asset Management Branch (AMB), demonstrating a high level of autonomy in executing functional duties.

• Provide leadership and supervision to the Junior Property Specialist team, ensuring effective performance and successful completion of property management assignments.

• Demonstrate a comprehensive understanding of the Personal Property FEMA Manual 119-7-1 and diligently adhere to its guidelines for efficient management and accurate accounting of government property controlled by FEMA.

• Gain a thorough understanding of the Sunflower Asset Management System (SAMS) Navigation Guides Asset Transactions to effectively track assets throughout their lifecycle, from acquisition to disposal.

• Utilize SAMS to generate comprehensive reports during inventory periods, allowing for a thorough assessment of progress and identification of any areas requiring attention.

• Meticulously verify the accuracy of records within assigned areas of accountability to ensure data integrity and accountability.

• Promptly report any issues or discrepancies that may impact the outcome, success, or timeline of the inventory period, enabling swift resolution and maintaining accuracy.

• Conduct all necessary administrative actions within the SAMS system, ensuring proper documentation and adherence to protocols.

• Proactively monitor the storage, utilization, transfer, and disposal of Personal Property in close coordination with the Asset Property Officer (APO), diligently maintaining meticulous transaction records.

• Prepare FEMA Form 119-7-1-1, Report of Survey, and all required documentation in the event of lost, stolen, damaged, misused, or destroyed Personal Property, facilitating thorough reporting and appropriate actions.

• Become familiar with the FEMA Fleet Management Manual 119-24-1 to ensure compliance with daily fleet management operations and guidelines.

• Conduct inventories, both cyclic and annual, meticulously verifying the existence, location, and quantity of personal property in adherence to FEMA manuals and SAMS guidelines.
• Assist in reconciling discrepancies between the official FEMA property system and ONCP procurement records, custody receipts, and internal spreadsheets and databases, collaborating closely with internal and external stakeholders to ensure accurate and up-to-date records.

• Support AMB government property custodians in enforcing compliance with agency policies regarding property accountability among contractors and government employees, promoting a culture of responsible property management.

• Readily available for travel with short notice to FEMA Regional Offices, State Emergency Operations Centers, and US Territories.

• Conduct market research to determine appropriate acquisition requirements for AMB circumstances, assisting in informed decision-making and efficient procurement processes.

• Provide essential administrative support for AMB-related PowerPoint presentations, ensuring smooth delivery of information, and offer logistical support for distribution and disposal of FEMA-owned equipment.

• Operate FEMA vehicles (e.g., cars, trucks) as needed, adhering to guidelines, and obtaining approvals, prioritizing official purposes within the contract scope, and ensuring proper vehicle use and liability insurance coverage. Clearance Requirements:
• Interim/Active Top Secret (TS) clearance required.

• TS/Sensitive Compartmented Information (SCI) clearance is preferred. Qualifications:

• GED or High School Diploma required; Bachelors degree is preferred; Masters is desired.

• 5+ years of relevant experience is required, showcasing a deep understanding of the responsibilities and intricacies of property management.

• Experience with FEMA or other similar agency contracts and collaboration with stakeholders, contractors, and vendors.

• Excellent communication and teamwork skills.

• Problem-solving ability and decision-making under pressure.

• Effective prioritization and multitasking in fast-paced environments.

• Administrative (organizing, scheduling, generating reports, etc.) experience is preferred.
• Willingness and ability to travel (25% to 50%).

• Capable of lifting supplies and equipment up to 50 lbs.

• Previous FEMA experience desired.
