Senior Project Manager (WMS2/SPI) We're on the lookout for a dynamic Senior Project Manager to join our team. About the division: The Health Care Authority is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. The Policy Division (PD) serves as the focal point for coordinating the agency's strategy and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities. About the position: The Senior Project Manager oversees 1115 waiver demonstration projects, coordinating multiple agencies and cross-agency efforts impacting various aspects of HCA's business, including staff, IT, policy development, and service delivery. They serve as the primary manager for high priority projects, providing project management expertise, consultation, and technical assistance to ensure successful completion. Specifically, they lead project management for the Medicaid Transformation Project, coordinating dependencies between projects, developing project management infrastructure, and supporting the implementation of systems, tools, and reporting mechanisms. Additionally, they provide regular reporting to executive leadership and coordinate support activities with other project managers within the SPI division and other divisions throughout HCA, with a focus on applying an equity lens to their work. This position is eligible to telework but is occasionally required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis. Some of what you will do: Utilizes advanced management skills and principles, organizational leadership skills and understanding of HCA's business and technical concepts to ensure timelines and deliverables are achieved, issues are documented and resolved, and risks associated with projects mitigated Works and coordinates directly with internal and external stakeholders, senior management, advisory committees, steering committees, executive sponsors, project teams, other state agencies, and project portfolio management staff. Develops, implements, and maintains project management plans and planning documents utilizing standard best practice project management processes, tools, and templates Creates the Work Breakdown Structure (WBS) for the project which contains detailed activities, tasks, task dependencies, work effort and deliverables for the project. Based on documented WBS and staffing levels, sets, maintains and manages the project schedule. Publishes schedule to all stakeholders, executive sponsor, and the project portfolio portal. Actively manages issues and risks. Provides leadership in the identification, documentation, and resolution of project issues and risks. Assessment's magnitude issue or risk is likely to have on the project. Works with project team and sponsor to develop strategies to manage issues and mitigate project risks. Escalates items in a timely fashion and with sufficient information for timely decision making. Prioritizes and handles all issues as Project Manager. Makes decisions related to day-to-day operations of the various projects managed, their direction, procedures, communications, operational directives, organization, and management. Assigns team responsibilities and sets goals, directions, and timelines critical to the projects being managed. Provides implementation coordination for the project as outlined in the project charter. Develops transition plans for turnover of project results. Ensure coordination of critical projects with other parts of the Department, staff, stakeholders, and community members as appropriate. Coordinate and manage several projects simultaneously. Develops and implements corrective actions. Monitor and manage all project deliverables. Determine the most appropriate methodology for Project Management for each project. This can include Waterfall, Lean, Agile, or Rapid Application Development, a combination, or other standard methodology. Serve as a subject matter expert on project management, providing consultation, and technical assistance and mentoring as needed. Advise and provide direction for projects not directly managed. Participates in the development of tools, templates, and best practice materials for use within the PMO and for HCA. Required qualifications: A bachelor's degree AND Five years of hands-on experience in managing projects in a wide range of subject areas (such as health care policy implementation, project development, IT, service delivery, operational support, or organizational change). Completion of a Project Management Professional (PMP) certificate Note: Qualifying experience may be substituted for the educational requirements at a rate of 2 years of experience for one year of education. Preferred qualifications: Project management knowledge, skills, and ability to: Apply project management methodologies, tools, and techniques to include initiating, planning, executing, controlling, and closing a project. Plan, lead, organize and control work performed by project team members; identify, mitigate, and manage project risks. Ability to maintain high ethics and integrity. Demonstrate commitment to quality, diversity, and public service values. Continuous improvement skills including process improvement and use of feedback from clients and stakeholders to increase agency effectiveness and efficiency. Ability to manage highly skilled professionals who will aid in the successful implementation and development of various projects. Leadership skills with the ability to: Mentor staff in other areas of the division to promote use of project management skills. Participate in group problem solving and decision making. Network with internal and external stakeholders. Organize and prioritize a wide range of responsibilities; develop timely action plans and status reports. Knowledge of: State and Agency IT Portfolio Management policies, standards, and processes; HCA vision, mission, programs, and systems, and federal and state laws, rules, and regulations.
