Responsibilities Noblis is providing a Senior Management Analyst to decision makers in the CWMD Policy, Strategy, and Analysis Office responsible for DHS national-level policy development and coordination on CWMD; health security; food, agriculture, and veterinary defense; and related matters. This position helps develop and advance DHS's approach to countering WMD and support the strategic goals of DHS CWMD by assisting with the fulfillment of the office' policy and strategy requirements. Responsibilities include: Applying appropriate management analysis processes, modeling and simulation tools, and technical techniques to strategically assess program progress. Employing process improvement, and reengineering methodologies and principles to conduct process modernization projects. Briefing key CWMD staff on program and product advancement. Surveying stakeholders for requirements and user satisfaction with delivered outputs. Leading planning and execution of knowledge transfer efforts to include group facilitation, interviewing, and training. Coordinating multiple project teams to ensure enterprise-wide integration of management efforts. Provides daily supervision and direction to personnel performing management analysis tasking. You are responsible for managing multiple projects and directing the work of others while applying your expertise and experience. You serve as a primary contact for clients on assigned projects, leveraging knowledge of clients' operations and business. You regularly interact with mid-level client representatives and build/use strong collegial networks to improve quality, grow new business and shape new corporate objectives. You are able to manage uncertainty and risks in difficult situations, relationships and problems. You communicate, diagnose and facilitate consensus in a variety of situations setting clear expectations for execution. Leads a team of employees guiding their work and professional development to enable employees to reach their potential and to create high performing teams. Fosters an environment of trust, growth, and innovation. Partners with employees to create and execute performance and development plans providing career progression and learning/development opportunities. Provides ongoing, timely and candid performance feedback. Identifies, attracts and develops qualified staff, while proactively managing performance. Required Qualifications Top Secret clearance with SCI and DHS suitability M.S. or M.A. degree with 10+ years of performing management analysis. Prior experience managing staff or leading teams Management analysis experience in areas such as business process reengineering, Configuration Management, Quality Control/Quality Analysis, organizational performance assessments, mission analysis, and strategic analysis. Strategic assessment and policy experience. Excellent communication to include technical writing and editing, oral communication, organization, critical thinking, and interpersonal and customer service skills to engage stakeholders and PMs. Desired Qualifications Demonstrated knowledge of biosurveillance and chemical detection programs and/or counter chem/biological threat efforts.
Ability to plan individual efforts and follow through to completion.
Ability to multi-task and respond to quick turn-around requests.
Competence to function efficiently in a fast-paced, demanding work environment.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
