Job Description The Senior Monitoring Specialist (Deputy Task Manager) will assist the task manager in overseeing the execution of a federal program to monitor Unlicensed Care Providers and support federal licensing initiatives as required. The Senior Monitoring Specialist (Deputy Task Manager) develops and administers plans to ensure government funded programs serving individuals comply with established regulations, policies, and procedures.Essential Tasks Include:
Serve as an alternate to the task manager and oversee the daily operation of a team of program monitors, technical editors, data analysts, and other staff as assigned.
Provide direct supervision to staff, lead site assessment activities, and coordinate both pre and post monitoring activities and deployments.
Assist task manager with preparing the program monitoring schedule and facilitate updates to the plan as needed; ensuring all programs are being monitored according to government requirements and within established timeframes.
Ensure federal staff are provided with regular, ongoing reports on the status of monitoring activities including recommendations for resolving resource gaps.
Assist with the training and mentoring of new staff as needed.
Review monitoring reports, corrective actions, and other deliverables prepared by team members prior to client submission.
Perform additional tasks as assigned by monitoring task manager.
Conduct on-site monitoring visits as needed, to include:
Evaluating the programmatic and technical aspects of assigned applications, contracts, and grants as needed.
Assessing quality of services and safety of individuals at the care provider.
Identifying care providers' technical assistance needs and determines potential compliance/logistical issues.
Reviewing equipment and property inventory.
Conducting entrance and exit meetings with care providers to discuss the monitoring process, including program challenges, and the mechanism for feedback.
Conducting interviews with care provider staff, individuals under the providers care, and external stakeholders to obtain information about program administration, operations, and quality of services rendered.
Reviewing program documentation and program files including case files and personnel files to ensure compliance.
Compiling and submitting monitoring report within fifteen business days of monitoring visit conclusion.
Maintaining a historical record of all notes/documents/records of monitoring trips.
Providing technical assistance, and guidance on child welfare best practices and policies and procedures to care provider staff, field staff, and other stakeholders.Qualifications:
Requires BS/BA degree in social work or related field with at least 8 years of related work experience.
Proven experience monitoring grantees that provide services to underserved populations.
Prior experience serving in a lead capacity or providing direct supervision to a team.
Previous quality assurance, case management, and/or clinical experience is preferred.
Ability to conduct frequent travel, completing trips to designated sites up to 50% of the time.
Excellent communications skills, both written and verbal.
Bilingual - English/Spanish speaking is preferred, but not required.
High attention to detail.
Ability to obtain a Public Trust clearance. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
