Job Summary

The Senior Manager, Design and Construction is responsible for leading and supervising a team of Engineers and Project Managers in charge of internal and external construction projects from the initial concept to their completion. Interaction with CN departments to ensure proposed projects are in agreement with CN strategic vision, operating requirements and standards is essential. Coordination with Procurement and Supply Management, other engineering functions and transportation for the delivery of projects is required. Field visits to ensure compliance with CN standards and safety requirements is an essential task to the role.

Main Responsibilities
Project Management

Coordinate internal and external capital expenditure (CapEx) projects

Lead projects with both internal and external stakeholders from conceptual design development through construction

Lead the design process including design reviews

Coordinate and handle capacity upgrade projects for internal functions

Handle budget approval costs and estimates for the project

Handle internal stakeholders to ensure that projects meet requirements by using appropriate resources

Work with internal and external stakeholders (e.g., municipalities, utilities, Marketing, Business Development, Public Works) to complete construction projects

Tracking and Reviews

Work with Marketing and Business Development to review proposed industry track plans and provide estimates for work to be performed by CN

Track project budgets and project schedules

Track and manage design reviews and construction estimates

Review plans and specifications to ensure compliance with CN standards and safety rules

Assistance and Technical Support

Consult internally with other functions on construction projects within CN

Provide internal assistance and guidance to support completion of construction projects with other internal functions

Aid on general design principles, engineering drawings and ensure that specifications are accurate

Provide technical support and coaching to Operations on track geometry, track layout or any concern raised by the track team

Operational Issues

Resolve internal issues and provide visibility to upper management

Respond to emergencies such as operational issues, derailments, and washouts

Handle the rebuilding and ensure the integrity of civil structures

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure, and stress. The role requires being available on-call 24/7 to respond to critical incidents. The role requires travel (50%) within the Region, which may include overnight stays away from home, based on territory and project requirements. Walking on uneven surfaces at construction sites is a factor.

Requirements
Experience

Design and Construction

Between 7 to 15 years of experience in construction

o Experience in leading and mentoring staff

o Railway experience

o Experience in track survey, track design, bridge design, and specification writing

Any experience for these above would be considered as an asset

Education/Certification/Designation

Bachelor's Degree in Civil Engineering

Valid Driver's Licence

Professional Engineer (P.Eng.) Designation
