PRIMARY RESPONSIBILITIES

  • Monitors the provision of safe on time service. Checks work sites for safety compliance and meets with work crews to ensure service provision throughout projects. Monitors and enforces rules compliance to ensure safe customer service delivery on the route.
  • Manages employee performance in accordance with safety and operating procedures and rules, including conducting disciplinary interviews and investigations and response to grievances, preparing recommendations for discharge, respond to customer complaints, and monitor and reporting supervisory and managerial employee observations.
  • Plans, monitors and provides special and emergency services by interfacing with other departments; such as Planning and Facilities Maintenance.
  • Conducts liaisons with departments for service needs; such as new schedules and picks.
  • Involved in employee morale and recognition programs and submit reports on innovation, morale, succession and mentoring.
  • Monitor conditions of rail yards, arranges for repairs and improvements through the appropriate departments.
  • Involved in planning and developing route transportation training, budget and manpower needs with route administrative staff.
  • Interfacing with Administrative and Vehicle Maintenance managerial staff to ensure the appropriate level of support for ongoing business.
  • Develop and manages Vehicle Operations Transportation Managers' and goals and evaluation process, including monitoring and supervise subordinate employees and managers compliance to these factors.
  • May work in the capacity of the General Manager, Rail Route Operations, in the General Manager's absence.
  • Manages and coordinates the responsibilities of Transportation Managers.
  • Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.
  • Performs related duties as assigned.

CHALLENGES

  • Maintaining the high level of train service demanded by route customers on a daily basis while supporting infrastructure improvements that require non-traditional operations such as single tracks .
  • Motivating assigned employees to excel in their job performance and continually post safety record improvements.
  • Improving on the already excellent public safety record working with a young workforce, aging equipment and numerous construction projects.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's degree in business administration, human resources management or a combination of experience and education relating to the position, or equivalent military experience.
  • Must possess a valid driver's license.
  • Required to maintain current Rail Safety Training certification.

PHYSICAL REQUIREMENTS

  • Must be able to traverse subway, elevated, street level right away and yards in various weather conditions and be able to perform other task (e.g. Climbing on and off trains and operating manual switches.)
  • Must be able to work around moving equipment and in the proximity of 600 volt DC electrical power.
  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.
  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of rail vehicle operations, including restoration of service, rail garage/station operations, rail garage/terminal administration and rail vehicle light maintenance as they relate to Rail Route Operations.
  • Thoroughly knowledgeable of pertinent rules, regulations, policies and procedures, and all collective bargaining agreements governing assigned employees.

WORKING CONDITIONS

  • Work various hours and days during various weather conditions. Required to make many impromptu decisions concerning employee relations and service needs.
  • Normal work week is 50-55 hours.
  • Position is on call 24-hours a day, 7-days a week for emergency response. Incumbent is required to work 12-hour shifts 7-days a week when an emergency is declared by the Executive Vice President, Transit Operations.

EQUIPMENT, TOOLS, AND MATERIALS UTILIZED

  • Normal office equipment including personal computer.

Final salary will be determined in part by the qualifications of the selected candidate and may be higher or lower than target.
