Overview Nakupuna Solutions is looking for a n experienced Senior IT Operations Advisor to support Defense Threat Reduction Agency (DTRA), Information Management & Technology (IT) Directorate. This position is responsible for providing Systems Engineering & Technical Assistance (SETA) to IT related technical, contract, budgetary, cybersecurity, and operations oversight for the IT Directorate Responsibilities The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Assists the IT Directorate Front Office with program management, technical expertise, and analysis to assess whether products and services contracted are delivered in accordance with specifications, requirements, cost, and schedule. Provides independent review, assessment, and validation of new mission capability requirements, DevSecOps deployments, change requests, cybersecurity vulnerabilities, risk management, and other support to DTRA's IT and cybersecurity government personnel. Advises IT Directorate leadership on IT operational, engineering, and cybersecurity related topics including policy, governance, mission system deployments, compliance, infrastructure, and operations. Develops integrated master schedules and work breakdown structures as needed. Provides acquisition, technical, and budgetary support to assist IT Directorate with responses to audits, inspections, and taskers. Supports IT hardware and software procurement activities. Works effectively across organizational boundaries as a member of an integrated project team, with some experience leading work/project teams. Can easily establish new relationships, build rapport and effectively and positively influence others. Serves as a liaison between the division and customers when needed. Can adapt behavior to engage and influence others. Monitors and provides oversight and independent assessments within the project management knowledge areas (Scope, Quality, Risk, etc.) Anticipates operational/program issues and identifies preventative measures. Identifies, clarifies, and resolves complex problems within own work area or team. Responds to inquiries related to technical and operational support and provides status updates to the IT CoS and other government leadership. Applies strong understanding of DoD practices and integrates subject matter knowledge with planning, program, and projects. Manages multiple projects and priorities, and initiate follow up to ensure timely achievement of commitments. Analyzes task deliverables, metrics measurements, trends, consequences, and develops recommendations based on those findings. Develops technical Service Level Agreements (SLAs) and process improvements for the performing contractors, and ensures adherence to those requirements. Participates in monthly status updates, program, project reviews, technical reviews, invoice reviews, and award fee boards for the performing contractor. Performs complex tasks involving the gathering, analyzing and compiling of data and information into well-written reports and presentations. Qualifications Required Skills/Qualifications: A bachelor's degree or higher from an accredited college or university in Computer Science, Information Technology, or a related technical field. DoD 8570.01-M Information Assurance Manager (IAM) Level III qualification. 15+ years of experience working in an IT focused government customer environment (e.g., Cybersecurity, IT Operations, Software Development, Engineering, etc.). Experience on performance-based contracts (i.e., Cost Plus Award Fee) with Service Level Agreements (SLAs). Experience in an advisory or contractual oversight capacity. Demonstrated ability to effectively multi-task and manage multiple competing priorities. Strong interpersonal skills with a track record for effectively operating and engaging with leaders and employees at all levels of the organization. Excellent written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications. Problem solver and critical thinker. Proven ability to handle sensitive and confidential information with discretion. Desired Skills/Qualifications: Active PMP Certification Security Clearance: Possess a Top Secret with SCI Eligibility. Must be a U.S. citizen. Physical Requirements: Employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear. Most positions require ability to work with a computer for extended periods of time reading, reviewing/analyzing information, and providing recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds. Regular and predictable attendance is essential. Work Location: Primary work location is Defense Threat Reduction Center at Ft. Belvoir, Virginia with occasional duty at DTRA's Reston Facility.
