Job Description

Turner & Townsend's Infrastructure Development Team seeks a Senior Infrastructure Estimatorunder leadership of the Infrastructure Project Controls Associate Director, to lead the delivery and review of cost plans and estimating for infrastructure projects for internal and external parties.

The role requires a breadth of experience and in-depth knowledge of standard concepts within cost control & cost estimating with a keen focus on infrastructure, major developments and commercial builds. The ideal candidate is an analytical, problem solver with the ability to build consultative & collaborative partnerships necessary to help develop accurate and defined cost plans for small to large infrastructure projects and major commercial developments.

Responsibilities:

  • Develop a thorough understanding of client requirements by partnering with client's Executive Leadership, project teams & other stakeholders to establish key requirements and define strategy & goals.
  • Lead cost planning, estimating and value engineering activities in the preconstruction phase of projects to ensure complete and accurate estimates that incorporate the effects of construction phasing, schedule etc.
  • Work with external development teams on conceptual development proposals to come up with the best scheme, including scope that should be expected for the type of product being delivered.
  • Ensure that cost plans or estimates, including general conditions, insurance and bonds, are accurate, complete and reflect the actual requirements of the project.
  • Ensure appropriate estimate qualifications and exclusions are written by the cost planning team and included in the submission document.
  • Keep abreast of current changes and trends in market pricing, construction costs, methods and products.
  • Develop the cost plan strategy and schedule to set the expectation on the cost planning approach to the project.
  • Liaise with the construction delivery team to understand the actual procured construction cost and understand any reasons for variance to the budget.
  • Ensure that the project risks and opportunities have been evaluated and reviewed with the senior management team.
  • Lead the presentation of the cost plan, assumptions, value options to the Client and external stakeholders.
  • Review detailed construction estimates from contractors at various stages of the design maturity & provide recommendations to Executive Leadership.
  • Actively contribute to the various benchmarking databases to ensure we expand the data.
  • Ensure all required peer and manager reviews are completed prior to releasing the cost plan.
  • Aid resource management for cost estimating requirements across the program.
  • Aid training for project teams on cost estimating processes, tools & techniques.
  • Support Executive Leadership with ad-hoc cost performance studies, labor rates assessments, market analysis, and other Estimating/ Project Controls related functions as directed by the Project Controls Leadership.
Qualifications
  • 5-10 years of experience working in project controls or cost estimating in the construction industry.
  • Undergraduate or graduate degree in engineering, construction, or quantity surveying field.
  • Advanced proficiency in Microsoft Office Suite (particularly, Microsoft Excel).
  • Experience in Google Suite preferred.
  • Experience working in a variety of cost estimating tools.
  • Excellent verbal and written communication skills, especially in regards to reports & presentations.
  • Team player with demonstrated professional & interpersonal skills interfacing with all levels of the organization, clients & vendors.
  • Detail-oriented & action-oriented with excellent organization skills & demonstrated ability to multitask.
  • Ability to work under pressure, meet deadlines and quickly pivot in response to evolving priorities.
