SUMMARY

Skilled work in the operation of multipurpose heavy construction and maintenance type equipment relating to storm water and road right of way infrastructure maintenance, repair and construction.

In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.

ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AMD ABILITIES

Supervises, assigns and participates in work assignments and evaluation of staff.

Participates in scheduling and coordination of assignments for preventative and corrective maintenance cycles of road and storm water infrastructures and assigned equipment as required.

Performs routine mechanical and preventative maintenance on equipment.

Maintains a daily log sheet of activities.

Operates and transports heavy equipment which may include, but is not limited to; backhoe and front-end loader combinations, front end loaders, dump trucks, transport trailers and trucks of various types and sizes, excavators of all types and sizes, bulldozers and graders, chippers, asphalt laying equipment, chain saws, forklifts, bucket trucks, pumps, tankers, vac-trucks, sweeper trucks, motor graders, tractor trailers, and equipment found in the lower classes position within the division.

Operates motor grader for grading of roads, cutting shoulders and new grades to fine measurements and specifications.

Performs grading to fine measurements and specifications using the equipment listed above.

Performs and uses various leveling techniques and equipment such as, but not limited to; hand, optic and laser levels.

Assists in activities associated with maintaining, repairing and installing storm water drainage and road right of way structures and features.

Performs special projects, research and reports relating to maintenance of road and storm water drainage structures as required.

Responsible for the collection of data relating to storm water and roadway systems, related facilities and appurtenances using GPS and other information technologies.

Responsible for the training of team members and performs routine field work according to a predetermined schedule.

Performs tree felling, trimming and removal.

Completes work orders and timesheets for input into IPS and other database systems.

Maintains accurate records in conformance with established procedures to ensure projects are completed accurately and according to schedule.

Transports equipment and hazard material relating to road and storm water construction and maintenance activities.

Performs manual labor as required.

Standard procedures are followed and the work is inspected periodically for safety and economy of operation.

Works under the general supervision of the Field Operations Division supervisors.

Performs work related to this job description as required.

Knowledge of the geography and street locations within Martin County and the rules and regulations concerning authorized work areas.

Knowledge and skill of the effective operation of equipment described in the Illustrative Duties.

Knowledge of the hazards involved in the use of equipment and of the safely precautions to be taken.

Knowledge of equipment, tools, methods and materials used relative to the construction and maintenance of storm water structures and road right of way features.

Knowledge of occupational hazards and safety precautions.

Ability to accurately interpret construction plans, blueprints and maps.

Ability to establish and maintain effective working relationships with other employees and the public.

Ability to exercise independent judgment in the performance of duties.

Ability to present ideas orally or in writing.

Ability to understand and carry out verbal and written instructions relating to construction and maintenance operations.

Ability to explain the functions and operations of equipment to other employees and members of the public.

Ability to maintain physical fitness in order to work outside under varying working conditions and inclement weather and work exceptional hours during an emergency.

Ability to perform manual labor.

Ability to operate various types of vehicles and heavy equipment including but not limited to automobiles, pickup trucks, excavators, dump trucks, compacting machines, vac-trucks, front-end loaders, bulldozers, motor graders and transport trailers in a safe manner.

EDUCATION AND EXPERIENCE

Must possess a High School Diploma or possession of an acceptable equivalency diploma and four (4) years' experience in the operation of heavy equipment including experience in the operation of bulldozers, graders, excavators, heavy trucks and similar equipment. Final decision of appointment to the job will be based on applicant's ability to physically operate, drive and perform the illustrated tasks inscribed herein.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Florida Commercial Driver's License Class "A" with a tanker, no restrictions on airbrakes.

Must be able to obtain hazardous material endorsement within thirty (30) days of hire.

Must obtain an Intermediate Maintenance of Traffic certification within twelve (12) months of hire, and maintain the certification throughout employment in this class.
