Job Summary: Leadership of Cubic Transportation (CTS) assigned program(s), reporting directly to the regional General Manager. Responsible for developing and executing the annual operating plan (AOP), accountable for profit and loss, program performance and growth of the assigned area aligned to the strategic business plan. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority.

Essential Job Duties and Responsibilities:

  • Leadership of direct and in-direct teams, sub-contractors, and partners.
  • Responsible for the execution of the program (s) ensuring contractual compliance, define program goals, objectives, scope, key milestones, and deliverables.
  • Monitor progress, track milestones, and manage resources effectively. Mitigate risks and resolve issues that arise.
  • Plan and manage resources and ensure program activities are completed on time, within budget and meet customer expectations.
  • Stakeholder management, build and maintain strong collaborative relationships with key stakeholders internally, customer, partner, and sub-contractors.
  • Foster strong relationship with customers, address concerns and pro-actively manage expectations. Function as an escalation point.
  • Meets financial goals and objectives (sales, operating profit, return on net assets, cash), identify opportunities for cost optimization and efficiency within the program (s).
  • Monitor program, financial and operational KPIs, identify potential risk and develop strategies to mitigate. Report to senior leadership team.
  • Review performance metrics to understand the programs performance, identify areas for continuous improvement.
  • Partner with business development to develops and implements the assigned area growth Strategy.
  • Lead and manage the team, provide clear direction on goals and objectives. Provide regular feedback and manage performance to achieve individual and team goals (target driven). Foster a culture of ownership, innovation, and continuous improvement. Develop the next generation of talent, coach and mentor talent.
  • As a member of the regional leadership team contribute to the regional business plan, develop, and implement the AOP and Strategic plan.
  • Collaborate and partner with internal regional and global teams, drive a culture collaboration and innovations. Solicit and provide feedback to enable continuous improvement across the program, systems, and processes.
  • Build and maintain strong relationships with key stakeholders including customers and partners and actively seek to build CTS's reputation as the industry leader. Keep current on industry and market trends.
  • Ensures that programs are managed in accordance with the contract and Cubic policies, procedures, and department instructions.
  • Collaborate with internal regional and global cross functional teams.
  • Represent the company at industry events, conferences, and networking functions to promote CTS and foster relationships.
  • Effectively manages programs within project and matrix organizations.
  • Domestic travel needed and may require international travel from time to time.

Minimum Job Requirements:

Four-year college degree, or equivalent in electronic, software or mechanical engineering or related technical discipline, plus fifteen years of related technical or engineering experience including twelve years of project engineering/management, program management or other supervisory responsibility on high risk and/or high value programs. Experience leading a large infrastructure, technology focused project with over $250m in value. Five years leading a portfolio of programs is desirable. PMP required, advanced engineering degree or MBA is desirable. Strong understanding of project management methodologies and best practice. Proven ability to lead cross-functional program teams. Excellent communication, negotiation, and stakeholder management skills. Requires knowledge of government procurement, contracting, and standards and specifications, prior experience of delivering complex technical programs in a regulated industry, transportation experience desirable but not essential. Advanced leadership and analytical skills to organize, plan and direct a portfolio of programs. Effective interpersonal skills to interact in sensitive and/or complex situations. Ability to make comprehensive and coherent presentations before groups of senior executives, including governmental agencies.
