Developmental Services, Inc. (DSI) Job Description POSITION TITLE: Senior Director, Community Living DIVISION: Community Living SUPERVISOR: Senior Vice President CLASSIFICATION: Exempt PRIMARY FUNCTION Administer programs and supervise management staff of RHS, Residential Services, Group Home. Provide leadership and vision for Community Living staff with a goal of maximizing utilization and increasing service delivery. Responsible for the overall administration, budget, and regulatory compliance of program services for clients participating in programs. ESSENTIAL FUNCTIONS: Supervise the Director and staff for Residential and Supported Living or as otherwise structured per organizational chart. Plan and implement improvements to internal and external departmental processes to ensure efficient delivery of services. Responsible for all areas of supervision, quality control, and customer service. Responsible for the implementation and execution of process management and ensuring client satisfaction. Communicate department / company standards, expectations, goals, changes, and policies to departmental staff on a regular basis. Collaborate with other departments to integrate processes, such as customer service, compliance, and utilization. Monitor and assist staff in an effort to ensure program and staff performance is in accordance with all applicable federal, state, local, OSHA regulations, as well as agency policies and procedures. Ensure services are provided in compliance with all funding sources and governing bodies (CARF, BDDS, BQIS, State Board of Health, State and Federal Law). Monitor monthly hours that are authorized and the hours that are scheduled by persons served to make sure hours are scheduled in a way that will maximize utilization annually. Perform quality assurance functions to ensure services and administrative requirements are performed in a consistent, customer oriented, accurate manner. Plan, schedule, and approve staff time on agency time reporting system, Accel and Provide, as needed. Ensure appropriate management staff are trained on reporting system. Ensure documentation is complete and accurate, including but not limited to daily notes, training plans, risk plans and any other necessary documentation. Be on call to assist with issues related to clients, their homes, staffing, and any other emergency issues that may arise. Complete incident reports, including BDDS, and necessary follow-ups. Display patience in all situations involving clients. Speak in an even, positive, and personal tone of voice when conversing with clients. Appropriately respond to client's behavior via verbal and / or physical intervention based on the needs of the client. Maintain the confidentiality of clients. Interview, hire, train, evaluate and supervise Coordinators, Assistant Directors, QIDP's and Clerical Support Staff. Review required internal investigations for assigned divisions. Make recommendations for policy change/revision, staff training, and staff counseling based on the findings of the internal investigation. Collaborate with Human Resources in maintaining and updating policy and procedure manuals. Monitor billable hours for individuals receiving services on a monthly basis. Compare hours for authorized services and hours of service provided. Make adjustments as needed to maintain proper staff ratio. Review monthly income statements and maintain responsibility over Group Home and Waiver home budgets. Maintain familiarity with Medicaid Waiver funding. Assist with the development and implementation of short and long-range programming including program evaluation system. Review and update systems as needed. Participate as an active contributing member in the budget planning process for the department. Monitor files for all clients and assure that waiver supported living files are kept in order. Assure that all documentation is completed and filed in a timely manner. Complete file closing in accordance with regulations. Serve as liaison between clients receiving services, families, staff, professionals, and the community. Safeguard persons receiving services and families, staff, professionals, and the community. Conduct and participate in weekly meetings with the Community Living office staff members. Apply current DD (Developmental Disability) State Board of Health and all the other State and Federal regulations. Ensure appropriate placement of resident that meet all State and Federal guidelines. Complete and ensure the Community Living Outcome Measurement Reports are completed on time and reported to Quality Assurance. Provide executive leadership, problem solving, and professional development throughout Community Living. OTHER FUNCTIONS: Promote agency philosophies, generate team spirit, create, and maintain an environment that fosters employee satisfaction, maximizes productivity and profitability. Plan and provide instruction in communication skills, daily living, socialization skills, fine and gross motor skills. Must be able to care for the physical needs of clients including feeding, hygiene, and toileting. Must be capable of assisting in physically transferring/moving consumers when needed. Assist with the use of medical adaptive equipment including, but not limited to: Wheelchair, Hoyer lift, Shower Chair, and Blood Sugar Testing Equipment. Assist the QIDPs with staff direction to ensure PCISP requirements are being met, as needed. Conduct home visits to clients for the purpose of monitoring staff and consumer programming. Perform public relation or information activities for the agency, locally and statewide. ENVIRONMENT: Occasional high noise levels may require the use of hearing protection. Potential exposure to bodily fluids or other contaminated waste or fluids. Some may require the use of gloves. Must be able to climb stairs daily to access work areas, which are currently without elevator access. PERSONAL DEVELOPMENT: Attend /request related trainings as authorized or required. Become active in an organization of related professionals. QUALIFICATIONS: Bachelor's degree in special education, education, behavioral science, or related field from an accredited college or university required, plus at least one year of experience working with the ID/DD population, preferable in a residential setting. Previous experience working with persons with disabilities required. Must possess excellent communication skills both written and oral, and strong teamwork skills. Proficiency in Microsoft Word and Excel. Must possess or be able to obtain CPR and first aid certification annually and perform as necessary. Must possess or be able to obtain NCI certification annually and perform as necessary. Possess and maintain a clear criminal record per Medicaid Waiver regulation requirements. Maintain a valid Indiana driver's license, insurance on personal vehicle (minimum of PLPD with Medical liability coverage), and maintain insurability as defined by the agency liability insurance carrier. Must possess and maintain reliable transportation that meets state requirements for transporting persons served. Must have the ability to successfully work in both independent and group settings. Must have the ability to effectively communicate during a crisis situation. Must be able to work a flexible schedule, including some evenings and/or weekends, to meet the training needs of divisional staff. Supervisory experience required. Dress appropriately as defined by department/agency dress code.
