ORGANIZATION OVERVIEW The mission of the Collider-Accelerator Department (C-AD) is to operate, maintain, improve, and upgrade the suite of electron, proton, and heavy ion accelerators used to carry out a program of accelerator-based experiments at Brookhaven National Laboratory (BNL). To support this program, the C-AD must design, fabricate, assemble, test, install, and operate unique research equipment to generate, transport, transfer, accelerate, focus, track, collide, and absorb high intensity particle beams up to energies of 250 GeV. This includes a combination of custom designed and built parts and vendor produced components developed by a collaboration of the C-AD scientific, engineering, and technical staff. The C-AD supports an international user community of over 1,500 scientists. The C-AD performs all these functions in an environmentally-responsible and safe manner, under a rigorous conduct of operations approach. The Electron Ion Collider (EIC) is under design and construction and makes use of the existing RHIC hadron storage ring and existing cryogenic distribution and central cryogenic plant. For the EIC project additional satellite cryogenic systems are required around the Collider ring to produce 2K cooling for Superconducting Radio Frequency components and specialty superconducting magnets. The existing 4K cryogenic distribution will be modified and expanded for EIC. The C-AD cryogenic group staff is executing the EIC scope of the project in collaboration with staff from other DOE labs. When the current RHIC project ends, the C-AD staff will be merged into EIC project. The C-AD cryogenics group is also working on other upgrade projects for the existing central plant and SRF test facility. POSITION DESCRIPTION The Accelerator Division Cryogenic Engineering Group is responsible for the design, procurement, and installation of the EIC 4K cryogenic distribution scope, and other upgrade projects on the central cryogenic plant and SRF test facility. EIC 4K cryogenic distribution includes repurposing exiting RHIC cryo-distribution equipment and installing new cryo equipment. The Cryogenic Engineering Group has an openings for a senior-level mechanical construction project engineer to manage the planning, procurement, and installation of this EIC scope and assist in cost and scheduling activities of the other upgrade projects. Initially this role is primarily desk-based project management as the designs and planning activities are completed and procurement activities get underway. Work scope will transition to management of removals, installations, and commissioning, and reporting project progress against the baseline plans. This position has a high level of interaction with an international and multicultural scientific community. Essential Duties and Responsibilities: EIC Level 3 Cost Account Manager (CAM) for Cryogenics 4K Distribution System Working with other EIC System Managers and RHIC and EIC cryo-engineering staff, develop and define the CAD Cryo Group EIC 4K distribution scope, including: Definition and specification of EIC 4K distribution functionality and performance. Deliverables for all phases of the project work - design, engineering analysis, R&D, procurement and fabrication documentation packages, prototypes and first articles, construction, incoming inspection and test, installation and integrated system testing and commissioning. Coordinate with other groups to ensure efficient and accurate communication of EIC cryo-distribution system parameters and requirements which impact their scope. Develop detailed cost and schedule estimates for the labor and material resources required to deliver defined scope. Detail the infrastructure and installation requirements necessary to support the operation of the cryo-distribution systems. Execute the defined scope within the project cost and schedule. Deliver systems which provide the specified functionality and performance. Track and maintain the detailed schedule and cost. Track and execute all procurements with vendors and partner labs. Generate performance data and reports and track and report on any corrective action items. Perform cost and schedule evaluations as appropriate throughout the project to determine Estimates to Complete. Perform Earn Value Management (EVM) on the project. Designate and oversee other Control Account Managers (CAMs) to assist with the management of assigned scope. Direct configuration management activities. Maintain an environment conducive to openness, collaboration, and respect for all. EIC Installation & Commissioning Manager for Cryogenics Coordinate the work of BNL staff and contractor teams performing removals, installation, and commissioning of EIC 4K distribution and 2K satellite systems. Using EVMS tools, track and report progress against the project baseline. Ensure the removals, installations, and commissioning work is adequately staffed. Manage the implementation of BNL job hazard analysis and work planning practices to ensure worker safety. Work with the engineering teams on installation and commissioning problem solving and facilitate solutions with technical and management contributions. Required Knowledge, Skills, and Abilities: Bachelor's degree in Mechanical, Civil, Industrial, Chemical, or Marine Engineering. Minimum seven (7) years of full time progressively responsible experience in managing installation and construction activities at large industrial facility containing plant equipment such as: Piping, valving, and relieving systems, liquid and gas pressure vessels systems, heat exchanger systems, and large rotating machinery. Experience developing detailed cost and schedule estimates and then tracking and reporting progress against this plan. Experience with technical drawings and piping and instrumentation drawings. Clear and concise written and oral skills. Proficient with MS Office and MS Excel. Preferred Knowledge, Skills, and Abilities: Experience with DOE project management practices. Experience using Earned Value Management (EVM) to report project status. An MS degree or higher in Mechanical, Industrial, Chemical, or Marine Engineering or a closely related field, plus 10 years of progressive full-time relevant experience. Experience in managing installation and construction activities at a chemical process or cryogenic liquefaction plant, or at a large-scale scientific research facility. Experience or background in welding, brazing, machining, and general fabrication of industrial equipment. Experience installing and commissioning liquid helium distribution and processing equipment at scientific facilities using superconducting magnets and SRF units. Experience operating and troubleshooting liquid helium distribution and processing equipment at scientific facilities using superconducting magnets and SRF units. Familiarity with ASME BPVC VIII and ASME B31.3 Piping Code, and CGA standards. Familiarity with NFPA and OSHA requirements. Demonstrated experience as a construction project manager working with and managing contractors, vendors, and procurement professionals. Project development and management skills, proficient with MS Project. Professional Engineering license. Environmental, Health & Safety Requirements: Individual may be required to climb ladders and/or work in confined spaces. Individual may be required to work in Oxygen Deficiency Hazard area. Individual may be required to work in high noise environment. Individual may be required to work in static magnetic fields area greater than 5 Gauss. Will be required to become a qualified Radiation Worker. Individual may be required to occasionally work off-hours, nights or weekends to support mission critical projects. Other Information: Individual may be required to travel to attend vendor meetings, project reviews, and conferences, and training. This is an on-site position eligible for consideration of flexible work arrangement (hybrid telework) at the discretion of the manager/dept chair. Appointment level will be commensurate with experience and qualifications. Compensation: Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $111450 - $155850 / year. You will be placed at the level and salary commensurate with your experience. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
