Job Description JOB SUMMARY This position will provide project management, cost analysis, construction cost estimates for facilities and roads, project oversight and is expected to work collaboratively with enterprise-wide City Departments. The position may also include working with external partners on special projects. The Senior Construction Manager will be responsible for project cost estimations, financial forecasting and the monitoring of supply-chain issues and material cost changes. In addition, the Senior Construction Manager is responsible for performing cost analysis and preparing reports to help the EPMO Director and Executive Leadership make sound business decisions. The position will be working side by side with engineers, contractors, architects, vendors, and clients, therefore, having a non-fixed schedule. This can include working after normal working hours, and weekends. This position will report directly to the EPMO Director. COMPETENCIES: Construction Management Effective Communication Project Management Business Acumen Cost Estimating Strategic Planning Determining Critical Path Activities Problem Solving Cost Analysis & Budgeting KEY FUNCTIONS/KNOWLEDGE/SKILLS: Management skills; extensive knowledge of a particular subject matter that allows the employee to make decisions and to recognize and solve problems without research. Develops, reviews, and manages assigned project's scope of work (SOW) in order to effectively budget and execute projects. Works with architects/engineers and City departments to provide cost estimates. Examines blueprints, construction drawings, and other documentation to prepare cost, materials, and labor estimates. Develops a list of supplies in order to determine the anticipated cost of a construction project in order to create detailed bids. Performs detailed variance analysis of actual financial results versus plan, forecast, and key performance metrics. Establishes detailed cost estimates and communicates with multiple stakeholders about cost drivers and value engineering opportunities in all trades as the design progresses. Develops and maintains project reports such as: Estimate to Complete (EAC's), Project Master Fee Schedule, Financial forecast, change orders, etc. across various projects. Analyzes budgets for direct and indirect costs. Creates what-if scenario estimations for program strategy and decision-making Examines the bid packets that will be distributed to potential subcontractors. Completes the scope sheets that will be included in the bid packages and keep track of the bids' progress to ensure that all proposed bids are received on time. Works in direct collaboration with the EPMO Director to create an enterprise-wide approach for cost estimation, reporting and overall project approach. Introduces a project management scheduling software/program. Recommend ways to reduce costs in the areas of labor, materials, and assembly to benefit the city. Education and Experience Ph.D./J.D./P.E., etc. plus four years of experience, or master's degree plus seven years of experience, or bachelor's degree plus nine years of experience, or associate's degree plus 11 years of experience, or high school graduation or GED plus 13 years of experience. Experience in construction management, architecture, engineering, urban planning, transportation, or closely related field. Special Certifications and License Valid Texas Driver's License Certified Professional Estimator (CPE) certification is required within the first 18-24 months of employment paid for by the City. Independence and Judgement Proficient level of judgment with planning, leading, organizing, recognizing, and resolving issues or problems; requires very little supervision. Initiative and Ingenuity Progressive level of specialization requiring a large amount of interpretation and non-standard responses to varied situations; must know where to go for answers (not all sitting there in procedures manual); must take multiple factors into account; control over priorities. Supervisory and Responsibility Regularly assigns and monitors the work for three or more employees; has knowledge of long-term plans and goals for the department. Financial Responsibility Calculates amounts due, using some judgment; receives and processes larger amounts (several thousand dollars on one day not uncommon); balances receipts and cash from one or more other employees; monitors budget; brings problems to attention of supervisor; has substantive input into overall organizational budget. Level and Frequency of Outside Contacts Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues. Physical Demands Office job with little or occasional light physical effort involving walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis. Responsibility for Equipment and Property Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office, use of City vehicle. Working Conditions Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.
