TMC, a LinQuest company is seeking a Senior Buyer to join our team in our office in either Orlando, Huntsville, Eglin AFB or Las Cruces, NM. The ability to obtain a DoD security clearance is required. The Senior Buyer I purchases materials, supplies and services at the most favorable terms for the organization. The Senior Buyer I qualifies vendors, evaluates bids, and negotiates prices and terms for purchased goods and services; as well as tracks purchases, monitors vendor quality, and maintains a current database of vendor information. Reports to a manager. Work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project. Responsibilities: Perform purchasing duties to include initiating necessary purchasing documents, vendor contact, obtaining quotes and completing orders based on price, delivery, quality, and service
Complete and review purchase requisitions for accuracy and completeness, designates approved supplier, and assigns requisitions to staff for processing
Communicate with supplier changes in specifications, change orders, quantities, and adjustments.
Contact carriers to arrange for transportation of purchases.
Request for quotes on government software along with non-availability forms
Create project required forms for order approvals
Track orders and provides status to ensure procurements align with deadlines and resolves any discrepancies with order delays
Assist in proposals by contacting vendors for quotes.
Develop and recommends changes, with upper management, to purchasing procedures and policies. Identifies process improvements and facilitates implementation
Keep current with economic, industrial, and other trends that affect markets and prices.
Hire, train, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action.
Manage the maintenance of purchase order/invoice/receiving records system.
Input purchase orders in Deltek software.
Work with finance and accounting to complete monthly billing and assures Purchasing records are properly submitted for contract compliance
Work with engineering to track required documentation on government projects. May set up meetings with government personnel to provide project status
Work along the AS9100 team to ensure the department follows and meets TMC's Design Quality Policy
Resolve problems and make recommendations. Interface with engineering, quality, and program management
Monitor activities against department objectives and submit performance reports to management
Assist in development of strategic supplier relationships
Required Knowledge, Skills, and Experience 6+ years of relevant Buyer experience
Bachelor's degree in Business Management or related field
Must hold and maintain an active DoD Secret or Top Secret security clearance
Solid understanding of the proposal process for material estimating, bill of material concepts and methodologies
Knowledgeable of and can fully utilize Purchasing and financial system and procedures
Knowledgeable in procurement, supply chain, and material management processes.
Demonstrated verbal and written communication skills are required.
Negotiation and follow up skills required.
Self-starter with excellent written and verbal communication skills.
Ability to multi-task in a deadline driven environment and be solutions oriented.
Must be approachable and be able to communicate with internal and external customers.
Proficiency in Microsoft Outlook, Word, Excel, PowerPoint, Project, and Visio is required.
Preferred: Working knowledge of Government Contracting and a strong understanding of FAR/DFAR/DPAS/CPSR Compliance.
Ability to effectively interact with upper management and within a team environment.
Knowledge of Supply Chain principles and concepts in defense contracting
Experience with Earned Value Management software (MS Project, Cobra)
Experience with Purchasing and Finance Tools including Deltek Costpoint
Preferred: Advanced degree in related field
Industry Certification -NCMA Certified Contract Management Associate (CCMA) or Certified Purchasing Professional (CPP)
