Job Description:
We are seeking an experienced Business Development Analyst with a strong background in US federal and state contracting, along with expertise in navigating federal and state procurement portals such as SAM, GSA, FedConnect, and others.
The ideal candidate will have a proven track record of identifying and pursuing federal and state contract opportunities, as well as the ability to effectively connect with potential partners through platforms like GovTribe and GovWin.

Responsibilities: Federal and State Contract Opportunity Identification:
Monitor federal and state procurement portals, including SAM, GSA, and state-specific portals, to identify relevant contract opportunities.
Conduct comprehensive market research to identify emerging trends, federal and state agency needs, and potential contract vehicles. Collaborate with cross-functional teams to assess the feasibility and alignment of identified opportunities with the company's capabilities and objectives.
Evaluate solicitation requirements, develop bid/no-bid recommendations, and coordinate bid responses.
Maintain an up-to-date knowledge of federal and state contracting regulations and compliance requirements.

Partner Outreach and Teaming:
Utilize platforms like GovTribe and GovWin to identify potential teaming partners, subcontractors, and collaborators for federal and state contracts.
Build and maintain a network of industry contacts and potential partners within the federal and state contracting space. Initiate and nurture relationships with partners to explore teaming opportunities for federal and state contracts.
Collaborate with legal and contracts teams to negotiate teaming agreements, subcontracts, and other partnership agreements. Serve as a liaison between the company and teaming partners throughout the proposal development and submission process.

Market Analysis and Strategy:
Conduct competitive analyses to assess the competitive landscape and identify areas for differentiation in federal and state contracting.
Develop and refine business development strategies and tactics to maximize federal and state contract win rates.
Provide market intelligence and insights to inform the company's go-to-market approach and growth initiatives in federal and state sectors.
Prepare reports and presentations on market trends, competitive analysis, and business development progress for senior leadership.

Qualification:

Minimum of 5-7 years of experience in business development within the Federal Government sector.
Minimum of 3-4 years of experience in building and maintaining relationships with Large Businesses.
Demonstrated expertise in navigating federal and state procurement portals such as SAM, GSA, state-specific portals, and others.
Proven experience in identifying and pursuing federal and state contract opportunities.
Strong agile teaming capabilities, with the ability to thrive in a fast-paced and dynamic environment.
Strong knowledge of federal and state procurement regulations, FAR, DFAR, and state-specific procurement rules.
Proficiency in using platforms like GovTribe and GovWin to identify potential partners and opportunities.
Excellent communication skills, both written and verbal, to effectively communicate with partners, internal teams, and government agencies.
Demonstrated ability to work independently and as part of a cross-functional team.
Experience in a fast-paced environment, with the ability to manage multiple priorities and meet tight deadlines.
