Job Title: Senior Associate, Systems Engineering - Obsolescence Management (DMSMS) Job Code: 11528 Job Location: Candidates available to work remote, hybrid, and on-site in Tulsa, OK will be considered. Job Schedule: 9/80 Work Schedule - (Every other Friday is a non-workday) Job Summary: We are seeking a highly skilled and motivated DMSMS (Diminishing Manufacturing Sources and Material Shortages) Systems Engineer to join our L3Harris DMSMS team. As a DMSMS Systems Engineer, you will be responsible for analyzing, managing, and mitigating the impact of obsolete and diminishing components on our systems and products at a customer reporting level. Your expertise in identifying alternative solutions, coordinating with suppliers, and ensuring continuity of supply will be crucial to maintaining the performance, reliability, and availability of our systems. This role requires a strong technical background, analytical thinking, proactive mindset, and exceptional problem-solving abilities. Job Description: Develops and executes the Obsolescence Management or Diminishing Manufacturing Sources and Materials Shortages (DMSMS) program plans and procedures according to best practices per SD-22.
Manages DMS requirements throughout all phases of a system's lifecycle (design, production, operations, and sustainment).
Researches and analyzes Technology Trends for obsolescence risk. Reports actionable insights and lifecycle sustainment recommendations back to engineering and the program management organization.
Evaluate Fit, Form & Function (FFF) substitute(s) or design changes when a part is determined obsolete.
Collaborates with Risk Management to issue or support risks based on predicted and observed DMS data and trends.
Performs obsolescence / DMS analysis on new designs and engineering changes (e.g., Design for Supportability / Design for Sustainment).
Support parts and component selection (e.g., Component Engineering) for product design efforts in close collaboration with design engineers.
Supports proactive Software Obsolescence analysis and tracking.
Manage the Obsolescence of COTS components including Last Time Buy (LTB) and End of Life (EOL) information and provide recommendations supporting replacement decisions.
Liaise with OEMs and develop corrective actions for obsolescence issues.
Works closely with Supply Chain / Procurement support obsolescence issues from vendors and suppliers to help develop a Supply Chain Risk Management (SCRM) approach.
Works closely with Quality to identify and mitigate counterfeit components via GIDEP alerts, and its impact on DMSMS.
Initiates and champions Engineering Change Requests (CR), as required, to implement DMSMS mitigation solutions.
Maintains a case management database to ensure timely action, status, and metrics are available.
Works closely with Integrated Logistics Support (ILS) to manage sustainment stock of obsolete items.
Creates professional, data-driven presentations for briefing technical decisions or recommendations both to internal stakeholders and external vendors/customers.
Collaborates closely with Reliability Engineering to support the full Specialty Engineering Team. Essential Functions: Ability to productively use desktop software applications such as MS Office Tools (e.g., Outlook, Word, Excel, PowerPoint, Visio) and related software tools, is required.
Works effectively and efficiently in a virtual environment with tools such as MS Teams, etc.
Proficiency in advanced Excel methods (data structures, pivot tables, manipulation, transformation, and visualization) is highly preferred.
Utilization of data tools such as IHS BOM Intelligence, SiliconExpert, AVCOM, Z2 Data, Interos Resilience Platform, GIDEP a plus.
Technical understanding of electronic components / computer hardware concepts is a plus.
Proactive mindset, with the ability to anticipate potential DMSMS challenges and develop effective mitigation strategies.
Excellent oral and written communication skills.
Strong organizational and time management skills.
Ability to work independently and as a member of a multi-disciplined integrated product team (IPT). Job Qualification Requirements: Bachelor's Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience. Requires a minimum of 2 years of engineering experience. Electrical Engineering or Component Engineering knowledge within the context of obsolescence management and sustainment of long-life-cycle programs. Basic Systems Engineering Principals and Systems Thinking mindset. Must be able to obtain and maintain a DoD Secret security clearance which requires U.S. Citizenship. Preferred Additional Skills: Knowledge and experience in the Aerospace/Defense sector.
Knowledge of Department of Defense (DoD) acquisition processes, milestones and funding mechanisms, and proposals.
Integrated Logistics Support (ILS) / Integrate Product Support (IPS) experience.
Knowledge of databases and data mining / big data analytics / predictive analytics.
Knowledge of any of the following documents: SD-22, SD-19, IEC 62402, SD-26, DoDI 5000.88, DoDI 4140.01.
Knowledge of Supply Chain Risk Management (SCRM) methods, tools, and standards.
Experience working under an AS9100 / ISO9001 Quality Management System.
IIOM (International Institute of Obsolescence Management) Certification or similar. Compensation Transparency Compliance: In compliance with pay transparency requirements, the salary range for this role is $74,000 - $138,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
