Summary You will serve as a Security Specialist (INFOSEC) in the Command Operations Group, Security Department of FLEET READINESS CENTER SOUTHWEST. Duties You will be responsible for the proper handling and safeguarding of all EKMS (Electronic Key Management System) hardware and software. You will serve as the Unix System Administrator for the EKMS platform. You will create, modify and delete System Administrator and Key Processor Accounts. You will perform diagnostics, required database backups and UNIX system backups. You will maintain the Common Account Data (CAD), account registration and credentials. You will oversee the implementation of and compliance with Over-the-air Re-key (OTA) and Over-the-air Transfer (ORT) procedures. You will be responsible for ensuring the accuracy of the records maintained for the Command's COMSEC account. You will be responsible for recording and disposition of individual classified documents, electronic and physical keying material, and equipment. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Must obtain and maintain all required certification and/or license as a condition of employment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Broad knowledge and ability to administer the Navy's Electronic Key Management System; 2) Knowledge of the Navy's COMSEC Material System, the organization and its function; 3) Knowledge of communication systems, circuitry, and appropriate usage of COMSEC materials within these systems; 4) Knowledge of current Information Security Program regulations, policies and guidance established by DOD and DON affecting the management and access to classified information and material; 5) Expertise in the area of physical, automation, and communications security (COMSEC); 6) Knowledge of various technical security programs to identify vulnerabilities and weaknesses within the FRCSW COMSEC program; 7) Coordinates with managers and specialists to ensure proper implementation of new or established programs; 8) Develop guidance for applying security policy, procedures, techniques, and methods to a variety of security related matters; 9) Familiar with the distribution and management of COMSEC material and/or the handling of classified and sensitive DON or DOD information; 10) Knowledge of computerized systems and software applications, e.g., WINDOWS, UNIX, and SIPRNET (classified network); 11) Ability to work with office equipment e.g., fax, printers, copiers, shredders, telephone (secure/unclassed), etc.,; 12) Must possess the training and knowledge of Data Transfer Device (DTD) operations as this factor plays a major role in delivering keying material to the Command's Local User's; 13) Loads electronic key from the Local Communications Security (COMSEC) Management System (LCMS) to fill devices for end user requirements; 14) Provides guidance and communicate effectively orally and in writing (formal investigative reports, memorandums, messages, letters etc.), with military and civilians of all ranks and grades; 15) Must have computer capabilities, operating word processing and of the similarities, differences and integration of different software types, including classified characteristics and advanced functions of a variety of types of office automation software, e.g., database, spreadsheet, messages utilizing various types of software programs to develop necessary reports; 16) Research and analyze data and to recognize, define and point out to the Security Officer area in accomplishing security objectives.
