Duties Serves as the focal point to coordinate, de-conflict, and integrate various protection staff initiatives, policies, and activities within the state. Serves as consultant to the Chief of Staff and unit commanders on protection. Establishes working relationships with local, state, and federal law enforcement agencies operating within the state on behalf of the Chief of Staff. Provides recommendations, briefings, updates, and staff studies across a broad range of security specialties to influence installation-level decision-making and policy development. Conducts intelligence integration and information operations to assess potential threat and creates ARNG integrated protection program. Receives filter, focus, and fuse information from military intelligence sources, publicly available information sources, and local, state and federal law enforcement sources. Plans, conducts, directs the conduct of, or coordinates on site security studies, projects, assessments, and surveys of the State in relationship to protection activities. Works with engineers to assess and sign off on all construction projects within the state to ascertain that protection construction standards are complied with. Analyzes data to identify physical and operations security compliance or non-compliance, vulnerabilities, trends, strengths, and benchmarks. Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as the state technical authority. May supervise AGR, Title 32, Title 5, contractors, and/or state employees directly, and through subordinate supervisors. Performs other duties as assigned. Requirements Conditions of Employment If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status. If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status. Any other individual selected for this position will be placed into an Indefinite appointment. Management has the right to convert this position to permanent status without re-advertising. Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible. Employment can be terminated with a 30 day notice. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an Excepted Service position that requires membership in a compatible military assignment in the Missouri National Guard prior to the effective date of placement. GENERAL EXPERIENCE : Must possess experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations and procedures; skill in collecting and analyzing data effectively, efficiently, and accurately; clearly enunciate English without impediment of speech that would interfere or prohibit; effective two-way radio or telephone communication; write English in reports and presentation formats; communicate orally and in writing clearly and effectively; assess body language and perceive immediate risk levels; and apply procedures and directives by reading and interpreting technical material. GS-11 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience which demonstrates your ability to implement a sensitive compartmented information security clearance program and maintain current and completed clearances for assigned personnel; manage, assess and conduct Special Security Office self-inspections and able to present detailed and comprehensive reports with follow-up work to ensure complete and quality discrepancies resolutions improve quality, timeliness, and efficiency; research and analysis reports on physical, information, computer, and personnel security; conduct intelligence support operations, procedures, and practices that are necessary to accomplish intelligence functions in support of programs essential to the organization's daily operations, training, and readiness missions; and implementing policies and procedures required to manage sensitive compartmented information programs and to protect sensitive compartmented information resources. The specialized experience must also indicate that you possess thorough knowledge of security principles, concepts and methodologies to evaluate state security procedures; knowledge of security procedures to perform inspections and risk vulnerability assessment analysis; knowledge of effective security programs to provide advice and assistance to units and organizations; and knowledge of physical security requirements and inspections to advise and train personnel; and experience in analyzing and evaluating reports of investigations and the maintenance of security records, files, reports and forms. Education Officer - Must possess an undergraduate degree from an accredited college/university which include completed academic courses in sociology, criminology, police administration, criminal justice, or a related area. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. YOU MUST submit copies of college transcripts that identify each course, the college or university, semester or quarter hours earned, grade and grade-point received. Warrant Officer: Must possess a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university, with completed academic courses in sociology, criminology, police administration, criminal justice, or a related area, is optimum.
