Duties 1. Plans, organizes, and directs the activities as School Liaison Specialist. Interprets and implements Headquarters (HQ) and MAJCOM guidance and policies as they pertain to military child education. 2. Is responsible for identifying, coordinating and obtaining a variety of resources and services for Air Force family members who have physical, developmental, emotional and/or intellectual limitations. 3. Functions as an intermediary and advocate between installation leadership, parents and school administrators. 4. Performs a variety of marketing and public relations strategies and administrative responsibilities related to military child education and EFMP support needs and services. Requirements Conditions of Employment U.S. Citizenship Required. Must be able to obtain and maintain a Secret security clearance. State Criminal History Repository (SCHR) check is required. Position has been identified as having "regular contact with children." CONT'D CONT'D In accordance with Public Law 101-647 Section 231, and Public Law 102-190, Section 1094 and DoD Instruction 1402.05, background checks are required. CONT'D CONT'D DD Form 2981 Basic Criminal History and Statement of Admission Records, FBI fingerprint and Tier 3, State Criminal History Repository (SCHR checks will be completed on any person selected for this position. CONT'D CONT'D Renewal every five years of Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981. A Bachelor's degree is highly desired. Work occasionally requires travel away from the normal duty station on military or commercial aircraft as well as travel in the local area by motor vehicle. May occasionally be required to work other than normal duty hours. Personal data to which the incumbent has access are controlled by the Privacy Act of 1974 and must be safeguarded appropriately. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Providing objective information on a broad range of education and special needs issues that impact the education and social well being of military school-aged children and family members who have special needs; (2) Interacting with military and civilian work units and school system(s) and advocacy groups to organize, implement, and evaluate educational/family support partnerships for tutoring and mentoring, supporting and assisting, as well as other program objectives; (3) Conducting interviews to establish the nature and extent of concerns/issues, provide assistance in developing goals and plans, and determine appropriate referral services/options; (4) Coordinating with a variety of regulatory, enforcement, and other agencies and developing recommendations to assist parents, school systems and military leadership with developing policies and resolving issues. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of educational principles, practices, and concepts to serve as a liaison between the military community and local school system(s). 2. Practical knowledge of social services delivery systems as well as practices, procedures, and methods utilized for accessing them. 3. Knowledge and ability of evaluative techniques and data collection to determine the effectiveness and efficiency of primary and secondary education programs and projects. 4. Knowledge of policies and regulations governing the operations of public schools systems and applicable Air Force regulations. 5. Ability to use interviewing theories and techniques to gather education and personal information in order to advise individuals regarding primary and secondary education needs/opportunities. 6. Skill in establishing and maintaining effective working relations using tact and diplomacy in interactions with individuals/families, school representatives, and leadership. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
