Description This classification performs administrative tasks in required activities in managing a grant funded housing, commercial and neighborhood improvement program caseload, including assisting clients in the application process, processing forms and documentation, performing inspections of units, and coordinating construction/rehabilitation activities with contractors. Reports to the Community Development Administrator or Deputy Administrator (proposed). Examples of Duties Performs administrative tasks in required activities in managing an assigned grant funded program caseload; processes and ensures forms are complete for registered tenants; receives residential, commercial, or rental rehabilitation, first time buyer and related applications; analyzes for eligibility; signs contracts and mortgages. Explains programs to tenants and owners; monitors non-profit/sub-recipient progress and status. Performs related financial tasks; processes contractor payments; provides wage decisions; reviews and approves contractor and subcontractor payroll data. Prepares requests for draws from and inputs time sensitive accomplishments in federal cash management system. Coordinates construction, rehabilitation and/or demolition activities with contractors; conducts pre-construction conferences; conducts site visits to gather applications as needed. Schedules and conducts inspections; monitors work in progress; determines compliance with HUD standards. Researches ownership, code and grant management, files and case history. Compiles statistical data for reports; processes environmental reviews for HUD activities. Coordinates and participates in community meetings; attends City Council meetings as needed. Assists with administrative support tasks for Land Bank, such as research, prepares documents, conducts meetings and surveys, and coordinates non-profits' and program funding. Typical Qualifications High school diploma or GED; supplemented by three (3) years of experience with grant-funded programs, paralegal work, mortgage lending banking, abstracting or any equivalent combination of education, training, and experience. Must possess a valid driver's license. Will be required to obtain a valid State of Louisiana driver's license at time of appointment and maintain throughout employment. Strong Customer Service experience. Comprehension and application of regulations are essential. Strong mathematical skills and complex Excel spreadsheet knowledge preferred. HUD grant, ownership research / title abstract; or mortgage banking experience is preferred. Construction vocabulary is also a plus.
