Videos Help Duties The Regional Commissioner (RC) manages the Great Lakes Region (R5) including several hundred Federal personnel, a large annual operating, leasing and capital budget, and the operations, maintenance and repair of Federal Office space, United States courthouses, land ports of entry, state-of-the-art laboratories, and warehouses within their territory. The RC - Great Lakes Region (R5) manages regional PBS business lines, including asset management and strategy; design, construction and leasing; facilities management; contracting and acquisition; and customer relations. Some regions oversee real property disposal activities. The RC - Great Lakes Region (R5) is responsible for coordinating regional PBS resources in response to Presidentially declared disasters and managing continuity of operations planning. As the Regional Commissioner, you'll oversee all PBS programs, activities, and staff within the region, to include: Manage all aspects of the regional real estate business by establishing goals and objectives, continually appraising progress toward these objectives and making corrections, as needed, to achieve through management of the regional PBS leadership team that oversees asset management and strategy, design, construction, leasing, facilities management, contracting, and customer relations. Use a metrics-driven approach to management by implementing national business measures for regional programs and setting additional specific regional goals. Accountable for adherence to Federal laws, regulations, and GSA administrative procedures. Provide leadership, accountability, and direction in the planning, development, implementation, and administration of critical PBS initiatives for the region, including efforts to: right-size the Federal real estate portfolio, by improving office space utilization; utilize alternative financing to leverage limited government resources; introduce Federal tenants to modern, open office floor plans; and improve energy efficiency by reducing demand and leveraging state-of-the-art facilities management technology to make more informed building management decisions. Serve as the top customer agency relationship manager in the region, ensuring responsiveness, high quality project delivery, and customer satisfaction. Prepare and execute annual and long-term plans and budgets for PBS programs within the region, consistent with established national policies. Conduct program need and workload assessments, develop resource strategies, ensure accountability and transparency in financial planning, decision-making and reporting, sound investment of government financial resources and integrity of the Federal acquisition process. Serve as top advisor to the PBS Commissioner, Regional Administrator, and other GSA regional and headquarters officials on all matters relating to public buildings and real property programs in the region. Oversee the recruitment and retention of highly qualified personnel across lines of business. CONDITIONS OF EMPLOYMENT: This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret/SCI national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved. If tentatively selected, you will be required to submit a Declaration for Federal Employment. Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status. Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position. If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service. Veteran's preference does not apply to positions in the Senior Executive Service. If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978. This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result. Qualifications All applicants must meet the Mandatory Technical Competencies (MTC) and Executive Core Qualifications (ECQ) requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position. Your resume must show possession of the ECQs listed below, but must NOT address the ECQs through separate narrative responses. ECQs listed as a separate document, will not be accepted. You must submit a supplemental statement that separately addresses each of the Mandatory Technical Competencies (MTCs) listed below. Your resume should also corroborate your possession of the MTCs.
