Duties You will serve as the Readiness and Effectiveness Measuring (REM) program officer responsible for leading, planning, conducting, and reporting REM events in support of Ship Antisubmarine, Mine and Surface Warfare REM Programs. You will be required to have a high degree of technical expertise, innovation and resourcefulness in order to meet restrictive time lines and reconcile conflicting requirements and policies of participating organizations. You will coordinate REM activities with a broad range of commands to include, but not limited to: OPNAV, platform and warfare program sponsors, operational commanders, Warfighting Development Centers, Naval War College, Allied and foreign navies. You will organize experimentation priorities and plan experiments and REM events to provide objective analysis of current and future capabilities. You will direct research, analysis and evaluation to support development of new concepts of operation for emerging capabilities and deployment of new or improved systems. You will lead efforts to solve technical and tactical problems for the employment of Surface Anti-Submarine, Mine Countermeasure, and Surface Warfare Systems in tactical environments through the collection and analysis of data and fleet feedback. You will serve as the REM Contracting Officer's Technical Representative (COTR). Coordinate with funding offices of the assigned contracting office to ensure REM support contracts are adequately resourced to meet REM requirements. You will review all REM contractor deliverables to include weekly and monthly reports for accuracy and completeness. You will provide a recommended contract performance assessment in support of Contract Performance Assessment Reporting System (CPARS). You will direct, coordinate, and oversee the work of military, government civilian, and civilian contractors. Advise staff regarding policies, procedures and directives of higher-level management at headquarters. Requirements Conditions of Employment Must be a US Citizen. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to obtain and maintain a current valid United States driver's license. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning Ship Antisubmarine, Mine and Surface Warfare tactical training events and analyzing their outcomes to mitigate capability gaps and develop future warfighting operation strategies to develop a standard for warfighting tactical excellence.
