Job Description

Under general administrative direction, the Radio Communications Manager will implement a standard, Project 25, Phase 2, Land Mobile Radio (LMR) system. The system is an extension of the City and County of San Francisco's Motorola system which is managed by the Department of Emergency Management. This extension spans seven (7) Northern California counties, and it will be the single radio system used across the SFPUC for Water, Power, and Sewer Enterprises' voice communications. The Radio Communications Manager leads and oversees the implementation of this new LMR system and is responsible for managing the project during implementation and managing system maintenance and support after construction. This position will interface with all managerial levels of city/county government and outside agencies and serve as representative of the division or department in collaborations involving radio communications systems, policies, or procedures.

Essential Functions:

Serve as the Project Manager for the Water Enterprise Radio Replacement Project. Manages the project scope, budget, and schedule. Acts as the main point of contact for the Vendor. Manages overall system maintenance and support.

Works with SFPUC's Real Estate division to develop, negotiate and execute radio site leases.

Works with SFPUC's Environmental Management Group to secure CEQA and NEPA reviews and determinations.

Acts as the SFPUC's Technical Lead. Reviews and approves Vendor designs and oversees Vendor construction and installation. Facilitates and coordinates project related information, site access, design, and construction work with SFPUC divisions and other City departments.

Works with the vendor and the City's Department of Emergency Management to integrate the Water Radio system into the City's system.

Develops the LMR short and long-term support and maintenance procedures. Responds to system needs and travels throughout the service area.

Coordinates and participates in vendor training and attains detailed knowledge pertaining to system architecture, functionality, and configuration.

Hires and manages radio support staff. Ensures that radio support staff receive appropriate training for their assigned duties.

Represents SFPUC in interoperation activities with other City departments and mutual aid.

The 0931 Radio Communications Manager (Manager III) will perform other related duties as assigned.

Nature of Work: The position is based in San Francisco but requires frequent travel to the seven counties of radio coverage.
