POSITION SUMMARY The Harnett County Health Department is seeking aPublic Health Nurse Director responsible for planning, organizing and directing the public health nursing program of the department with accountability for administrative, supervisory, and technical components. This employee provides programmatic and personnel guidance, management, planning, and evaluation of all activities of a varied and relatively complex combination of programs. Employee must monitor the trends in the community served and adjust programs as needed. This employee is responsible for the supervision of the following programs: Family Planning, Adult Health, Sexually Transmitted Diseases, Communicable Diseases, Child Health, Immunization and Immunization Action Plan, Prenatal (Maternal Health), and Women's Wellness Program. DUTIES AND RESPONSIBILITIES Assists the Health Director in planning and establishing goals and priorities for services provided. Works with nursing supervisors to establish goals for their programs and to identify strategies to achieve these goals. Assesses the need for personnel, space, equipment, and other resourcesand submits recommendations to the Health Director. Participates with members of the management team in all administrative decisions related to the health services and in long term planning for the department. Works closely with supervisors and program coordinators to assure that services being provided meet the department standards. Serves as the acting department director as needed. Acts as a liaison to the CommunicableDisease Nurses at local hospitals by updating them with information on possible outbreaks or events. Collaborates with other health care agencies in planning, implementing and evaluating health care delivery in the county. Prepares and presents annual budget requests for public health nursing and laboratory. Interviews applicants and makes recommendation for hire, promotion, or other status changes for staff; evaluates job performance and completes performance appraisals for staff supervised. Assesses staff development and training needs and ensures that training is obtained. Verifies all nursing licenses on an annual basis. KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles, practices and procedures of public health nursing operations and supervision at the local government level. Thorough knowledge of the organization, planning and direction of a comprehensive public health nursing program at the local government level. Thorough knowledge of the available and related public health resources and organizations in North Carolina. Knowledge of educational methods and training techniques. Ability to plan, coordinate, supervise and monitor a comprehensive public health nursing program and assigned staff. Ability to communicate effectively orally and in writing to individuals and groups. Ability to establish and maintain effective working relationships with other health professionals, fellow employees, the general public and professional and service organizations. Ability to exercise good judgment in appraising situations and making decisions. MINIMUM QUALIFICATIONS Master's in Nursing and four years of Public Health nursing experience (including three years of experience in a supervisory capacity); or graduation from a four-year college or university with a B.S. in Nursing which includes a Public Health Nursing rotation and five years of Public Health nursing experience (including three years of experience in a supervisory capacity); or a Master's in Public Health and graduation from a school of professional nursing and four years of Public Health Nursing experience (including three years of experience in a supervisory capacity); or graduation from a school of professional nursing and six years of professional nursing experience five of which must have been in Public Health (including threeyears of experience in a supervisory capacity); or an equivalent combination of training and experience. Degrees must be received from appropriately accredited universities. Licensing and Certifications: Possession of a valid North Carolina driver's license.A current license to practice as a Registered Nurse in North Carolina by the NC Board of Nursing. SUPPLEMENTAL INFORMATION Successful completion of a drug screening and criminal background check will be required as a condition of employment.
