Position: Project Manager (non-lead) Location: USSOCOM Dam Neck Salary: Competitive Clearance: Top Secret (with SCI eligibility) Requisition: 2024.20.5.21.03.48 Job Description: The non-lead Project Manager (PM) will work with teams of Analysts and Developers to determine software development project priorities to support the Enterprise Knowledge Management (EKM) department. The PM will use project management principles such as Project Management Body of Knowledge (PMBOK), Project Management Professional (PMP) and/or Agile to manage their work effort. The PM applies military business operations knowledge and improvement initiatives to support build/buy/kill decisions regarding software projects, and organizes, directs, and coordinates the planning and production of all project activities to improve overall organization performance and efficiencies. The PM develops project plans, reviews technical design specification documents, and communicates project status. The PM shall be proficient in project planning, risk assessment, and ability to "rack and stack" projects through the project lifecycle. 1. Provide project management support that encompasses the life-cycle of organizational projects. This includes managing project demand, work prioritization, resource scheduling, solution development, and product delivery; 2. Develop and implement the controls essential to successful project execution. This includes conducting project meetings, creating and maintaining project charters and task lists, managing project execution, measuring and reporting project performance, and conducting post-effort retrospective reviews; 3. Produce and maintain a portfolio of projects so that project dependencies and relationships can be easily identified across the SOF enterprise; and 4. Develop and maintain a library of project templates and past project artifacts to promote continuity, reusability, and reproducibility of Government business processes. 5. 100% work on-site Qualifications:
• 10 years of collective experience in project management for IT or software development projects and PMBOK/Agile/Scrum/Lean practices.
• Military experience in Special Forces or Navy is highly preferred.
• Information technology (IT) experience including software management exercise and experience in managing of task specific projects to include, but not limited to supervising project personnel, scheduling work and direction supervision of IT software development, integration maintenance projects, and/or telecommunications management.
• Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short- term project growth and success. Functions as a technical expert across multiple project assignments. Education:
• Degree in Project Management, Information Systems, or Business Process Engineering may serve as 4 years of the experience requirement. Certifications:
• PMP/Agile/SCRUM or equivalent experience/training/certification
