SUMMARY
The Watershed Conservation Authority (WCA) is seeking Project Managers with construction and operations backgrounds to lead the development, construction, and maintenance of park and conservation projects.

We seek applicants with experience in managing construction projects in the field of natural resources, recreation, and environmental compliance enhancements.

Work requires the exercise of discretion and independent judgment. Duties include managing budgets and schedules, report preparation and presentation, managing grants and agreements with government agencies and others, leading procurement processes in accordance with agency standards, and managing consultant contracts. The WCA is a local government agency, and the position includes participation in public meetings concerning project development, including reporting to the WCA board, as well as updating partner and stakeholder groups on project status.

Multiple job classifications may be available dependent on experience, with higher classification levels requiring greater levels of responsibility.

DUTIES & RESPONSIBILTIES
Essential duties include, but are not limited to:
  • Development of project scope and work plans, allocating resources, and managing the selection of professional consultants as needed.
  • Management of operations for WCA property, which may include responsibilities over parks, trails, open space projects, residential rental properties, and/or office headquarters.
  • Representation of environmental values and concerns in implementation and maintenance activities.
  • Development and management of budgets and schedules to complete projects.
  • Development of RFPs, RFBs, and RFQs and managing the procurement process.
  • Management of contracts, agreements, and consultants to ensure project deliverables are provided on time and within budget.
  • Coordination with partners and stakeholders from municipalities, agencies, nonprofits, community, and citizen groups, and collaborate to find common ground to forward plans and projects.
  • Preparation of reports and making presentations to the Watershed Conservation Governing Board and other entities such as LA County Board of Supervisors, Rivers and Mountains Conservancy, city councils, and councils of government as well as local community members and groups concerning project developments.

MINIMUM QUALIFICATIONS
  • Bachelor's Degree from an accredited college or university involving major study in related fields including landscape architecture, construction management, environmental planning, and natural resource sciences. Graduate work and/or a degree in the above fields are preferred.
  • Prefer two to five years of professional experience, or more for a senior-level position, which demonstrates progressive responsibility related to project implementation, conservation, park operation, or similar professional work in land planning and management.
  • Job Classification requisite on level of experience with:
  • Managing and tracking multiple projects
  • Grant management
  • Effective utilization of applications such as Microsoft Word, Excel, and Web Browsers
  • Environmental compliance measures
  • Must possess a valid driver's license.

ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS
  • On-site field visits are expected in this position

SALARY & BENEFITS
Salary is commensurate with qualifications and experience (Range $67,670 - $76,586 a year).
Full Benefits include health, dental, and life insurance, 457b retirement, leave benefits, sick pay, and holidays.
The WCA is on a 9/80 hybrid schedule with every other Friday regularly scheduled off work.

The WCA is a local public entity of the State of California recognized as a joint powers authority, exercising the joint authorities of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) and Los Angeles County Flood Control District (LACFCD) pursuant to Section 65000 et seq. of the Government Code.
