Duties Oversee the development, policies, execution, and evaluation of event marketing, promotions, education, and outreach programs for the Army's Active and Reserve enlisted, officer, and medical recruiting programs. 1 = Position Description Use advanced public affairs management techniques, formulates strategies to deal with current and future recruiting challenges. Manage the public affairs, advertising and marketing operations, outreach programs, educational recruiting support, and related activities. Establish partnerships across the disciplines of Education, Public Affairs, and marketing to enhance recruiting by broadening the network of advocates throughout the country. Ensure products are following all applicable Department of Defense (DoD) and DA guidance and regulations. Develop and coordinate comprehensive and economically efficient corporate communications plans to convey complex information. Oversee the execution of the corporate communications plan by identifying goals, strategies, and programs. Advise the Director and Commanding General on public affairs, advertising, marketing, education programs, and outreach and the impact on programs and policies. Coordinate responsibility for executive and legislative liaisons pertaining to those partnerships. Serve as liaison with civilian and governmental education agencies and associations at national level. Supervise a team of military, civilian and contractor personnel through subordinate supervisors. Manage efforts to improve marketing and outreach services to Army recruiters. Ensure work is assigned to subordinates in a manner appropriate with descriptions of major duties and functional requirements. Execute programs to inform and educate a wide spectrum of populations about mission, policies, programs, activities, and services. Develop strategies to educate decision makers about the programs benefits, capabilities, and resource requirements. Ensure messages are developed, coordinated, and distributed to positively affect the recruiting market. Ensure all programs are funded, staffed, integrated into the directorate's functional requirements in support of the command's mission. Structure positions and assigns duties and responsibilities to achieve an effective, efficient, and productive workflow to support the command's mission. Set performance standards to ensure subordinate units meet goals, objectives, and deadlines. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
