- STMS Program Manager The Program Manager is responsible for the overall operations of the STMS, the STMS Team and enterprise support for the STMS. The manager is responsible for management of the relationships with the agencies that use the system, software providers, the Department of Financial Services (Client), and the enterprise reporting functions of the system used by the Governor's Office and the Legislature.
