Description:

The Department of Commerce (DOC), NOAA, NESDIS, OSPO requires a Cybersecurity Program to implement required security controls to ensure confidentiality, integrity, and availability of the information resources integral to the successful operation of OSPO satellite ground systems, product processing and distribution systems, and Mission Support LANs.

OSPO systems monitor and control the satellites and ground systems; the systems also ingest, generate, and distribute satellite data and derived products and services to NOAA and other users. These systems and applications must be available, secure, and reliable so that customers get high quality and timely products and services.

OSPO Security Governance and Compliance guides the OSPO Cybersecurity by providing, managing, monitoring and maintaining all the OSPO security documentation. In addition, this section covers all IT compliance and details the duties and responsibilities of the Information System Security Officers (ISSO). OSPO requires contract support for Centralized Program Support (CPS), Cybersecurity Compliance (CSC), Security Management Center (SMC), and Security Architecture and Evaluation (SAE).

Key Responsibilities:

Provide program planning and management expertise, including advice, analyses, and assistance for the improvement of internal technical, business, and organizational processes such as strategic planning and execution, performance metrics, feedback mechanisms, and reporting processes.

Assist in the execution of program planning, including the provision of weekly, monthly, and annual status reports as well as the maintenance of status meetings, agenda, and schedule (anticipated weekly). Prepare an annual Lessons Learned Report for consideration in future year activities.

Provide oversight and leadership to the Leads of the respective task order areas such as Security Management Center, Security Architecture and Evaluation, ISSOs and System Administrator teams.

Support product developers in the development of Product Management or Product Requirement Plans. Provide training in the preparation of these plans and documents as needed.

Work with support staff to ensure maintenance, monitoring, reporting, and availability of program performance measures in a centralized space and available for reporting on schedules to be determined by the program and NOAA (anticipate monthly to quarterly).

Required Skills /Education/ Certifications & Qualifications:

Education: BA/BS/MS Degree in Computer Science, Information Technology, or related field.

Must be PMP certified and demonstrate in-depth knowledge consistent with PMBOK best practices as reflected/described by Project Management Institute (PMI).

Proven experience in cybersecurity program management, preferably in a large-scale enterprise environment.

Experience: 10+ years of experience in programmatic strategic portfolio management, 8+ years' experience in program/project management, preferably in a IT Security related large-scale project and environment.

Strong knowledge of cybersecurity principles, practices, and technologies.

Excellent leadership and communication skills, with the ability to effectively collaborate with cross-functional teams.

Experience in developing and implementing cybersecurity policies, procedures, and standards.

Strong analytical and problem-solving skills, with the ability to make sound decisions under pressure.

Relevant certifications such as CISSP, CISM, or CISA.

Desired Skills:

The candidate should be able to work collaboratively with leadership and provide technical expertise for managing, developing, and maintaining documentation providing input into Federal strategic and management reports, and aligning Division activities with National Weather Service offices.

The candidate should be able to provide Program Management expertise including advice, analyses, and assistance for the improvement of internal technical, business, and organizational processes such as strategic planning and execution, performance metrics, feedback mechanisms, and reporting processes.

Must have demonstrated experience working with senior-level executives and possess effective oral and written communication skills.

Experience with security tools and technologies such as SIEM (Security Information and Event Management), IDS/IPS (Intrusion Detection/Prevention Systems), and endpoint security solutions.

Experience with cloud security and virtualization technologies.

Knowledge of industry frameworks such as NIST Cybersecurity Framework or ISO 27001.
