Duties Provides general services support and advice to the 150 person US Mission to NATO and the 75 person US Military Delegation (MILDEL) to NATO. Plans, coordinates, monitors, and manages multiple programs and budgets within USNATO General Services Office (GSO) portfolio which includes logistics, supply, postal, contract administration, vehicle fleet and DOD Travel. Oversees the Army Post Office and Annex with overall responsibility for services to approximately 500 military and civilian assigned to the USNATO, USMILDEL, International Military Staff (IMS) and International Staff (IS). Assesses policy and procedures, including both Department of State (DoS) and DoD policies and procedures to ensure USNATO GSO provides sounds programs that are in compliance. Serves as the US Mission to NATO Organizational Defense Travel Administrator (ODTA) and Government Travel Charge Card (GTCC) Agency Program Coordinator (APC). Responsible for administering DTS including maintaining traveler profile information, updating organizations, routing lists and groups. Serves as primary liaison between cardholders and GTCC vendor. Monitor voucher submissions and delinquency reports to minimize delinquencies. Performs periodic reviews of GTCC accounts to prevent fraud or misuse. Requirements Conditions of Employment One year trial/probationary period may be required. Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. Additional information about transcripts is in this document . Specialized experience: One year specialized experience at the GS-13 level or equivalent is required. Specialized experience is defined as: Advise management regarding General Services programs, including Logistics, Supply, Fleet Management, Contract administration, Defense travel system administration and Postal operations. Apply analytical and evaluative methods and techniques to major complex projects from the pre-planning phase through completion and final delivery of the product/service. Manage and understand budgetary policies, procedures, and regulations to assure budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. Oversee the Army Post Office and Annex with overall responsibility for services to military and civilian members. Serve as Organizational Defense Travel administrator, providing administrative and technical guidance in accordance with the Joint Travel and Federal Travel Regulations. Administer the Government Travel card program. You will be evaluated on the basis of your level of competency in the following areas: - General Services administration - Program Management - Policy/operations management - Mailroom management - Travel and Government travel card administration. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education No substitution of Education is available at this grade level for this position. Additional information Direct deposit of pay is required. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees initially recruited from the United States may receive certain foreign area benefits such as: furnished government quarters, home leave, etc. This position is at a furnished post and is in the Embassy housing pool (Subject to LQA eligibility determination). Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250 .
