Northrop Grumman Defense Systems seeks a Deputy Program Manager DPM for our Joint Tactical Ground Station (JTAGS) program located in Colorado Springs. Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to: Leading a program organization that effectively addresses customer requirements and incorporates the necessary internal and external stakeholders
Managing all program activities and leading program review sessions with internal and external customers to deliver cost, schedule, and technical performance
Establishing and managing the program and subordinate baselines
Identification, distribution, tracking, and completion of program requirements
Developing and adhering to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
Identifying, allocating and managing program resources, including workforce planning
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Cultivating customer relationships and intimacy to achieve excellence in execution and develop further opportunities within the customer communityBasic Qualifications:
To be considered for this position, you must meet the knowledge, skills, and abilities listed below:
Bachelor's degree and 8 years, master's degree and 5 years, or doctoral degree and 3 years, of experience supporting U.S. government contracts and customers and/or project management in other industries
Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often competing priorities
Experience leading the performance of tasks on schedule within cost, achieving all requirements as either project lead or product team lead performing operational program sustainment, systems implementation, integration or software development or similar efforts
Experience establishing and managing customer relationships and expectations
Experience in organizational change, change management, staff realignment
Possess a proven track record in using metrics to drive performance success on managed programs
General understanding of technical concepts of systems engineering, IT infrastructure, networking, software development, cybersecurity, networking, virtualization, and configuration management
Active Secret clearance with ability to obtain TS/SCI clearance
Ability to travel 10% of the timePreferred Qualifications:
Degree in Science, Technology, Engineering, or Mathematics (STEM) or related discipline Understanding of the missile warning/defense domain and Customers Strong understanding of satellite systems ground station operations/functions and associated internal and external system interfaces Experience in SCRUM, AGILE, DEVOPS or DEVSECOPS development program(s) Business development, proposal management and negotiations experience Systems engineering, IT infrastructure, networking, software development, cybersecurity, networking, virtualization, or configuration management experience Knowledge of industry and government best practices
CAPM, PMP or equivalent DAU certification TS/SCI clearanceSalary Range: $138,100 - $207,100 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
