Duties This position is part of the DoD, Department of Defense. The incumbent will be responsible for planning, analyzing, and advising management on a variety of program-, technical-, and business- related issues which have significant mission impact. As a Program Analyst at the NH-0343-4 some of your typical work assignments may include: Serves as the DZX subject matter expert related to Congressional Requests for Information (RFIs), Questions for the Record (QFRs), Inserts for the Record, and Reports to Congress (RTCs). Applies guidance delineated in DoD Directives addressing the Department's relationship with Congress and procedures to meet their requests for information. Identifies and recommends the resource and manpower requirements for the processing of future RFIs, QFRs, Inserts for the Record, and RTCs. Oversees Congressional RFIs, QFRs, and RTCs response process and performs analyses of the various requests, ensures consistency of responses with prior RFIs and President's Budget requests. Maintains up-to-date tracking data that reflects the Authorization and Appropriation impacts on the President's Annual Missile Defense Budget Request. Analyzes and interprets legislation for relevance and application to MDA's programs, projects, and activities. Provides substantive analyses designed to improve the management of the RFI process. Provide comments on technical and administrative findings and analysis for particular functional areas. Determines and recommends overall technical approaches to monitor Congressional RFIs and the RFI staffing process. Conducts in-depth research and critical analyses to determine evidence of trends and strategies related to Congressional issues. Ensures consistency of information between various MDA products and materials previously approved and provided to other Committees, Members, and Staff. Work with programs to ensure this consistency exists. Qualifications You may qualify at the NH-04 broadband level if you fulfill three of the following qualifications: A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service: Experience with the processes, procedures, and internal workings of Department of Defense Programs and Congressional processes; Communication (oral and written) skills, ability to research, plan, coordinate, and brief actions in order to support leadership's goals, objectives, and mission; Experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) process, products, terminology, and guidance documents in order to facilitate responses to RFI and QFR requests; Experience with Agency program goals and objectives, the sequences and timing of key program events and milestones, and methods of evaluating the work of program accomplishments in order to develop and provide Congressional position analysis. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
