Duties Monitors and advises on shaping command programs to ensure highest quality and identifies opportunities for technology options to enhance effectiveness and efficiency of AFGSC platforms, training, and operations. Responsible for monitoring and managing day-to-day operations of projects. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s). Performs topical research and advises the Chief Scientist and Chief Scientist and Executive Chief Scientist on matters of S&T, ultimately influencing the Commander's decisions on priorities, programs, strategies, and projects. PCS expenses if authorized will be paid IAW JTR and Air Force Regulations Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This position is subject to the post-employment restrictions of the Ethics in Government Act. This is a designated testing position. The incumbent is subject to drug testing as a condition of employment, and participation in random drug testing. A Bachelor's degree in an appropriate scientific or engineering discipline is highly desirable. Qualifications Conditions of Employment Cont. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and understanding of scientific and business principles, practices, and techniques associated with Air Force Research and Development programs, to include knowledge of mission, roles, functions, organization structure, and operation of DOD and Air Force; knowledge of the application of a wide-range of qualitative and quantitative techniques to evaluate complex issues of effectiveness, efficiency, and productivity of administrative or technical programs; develop options; and recommend solutions; knowledge and skilled in management tasks including planning, directing, controlling, assessing and integrating production management, engineering, and research and development activities associated with Scientific support to Air Force Global Strike Commander and nuclear enterprise programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Air Force Research and Development programs, the overall DoD Science and Technology enterprise and general program management. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force, and relevant USG organizations to provide command level staff guidance and/or to analyze personnel requirements. Demonstrated critical thinking, innovation, and ability to develop and implement timely and economical solutions to a wide range of AFGSC related S&T program challenges. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to advise, educate, and/or train AFGSC personnel in the Air Force Science and Technology investment process and its acquisition and sustainment functions. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
