Duties Performs studies/analysis on resources, personnel and training support issues. Analyzes current or projected operating programs to evaluate their effectiveness in meeting the organization's program. Develops quantitative and statistical cost plans to assist in evaluating program objectives. Determines and acquires the type of information needed to support evaluation of operating programs. Prepares internal instructions, procedures, and guidelines concerning assigned programs, and recommends required changes and adjustments to assure proper and adequate accomplishment of objective. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a Secret security clearance. This position requires that the employee occasionally travel away from the normal duty station up to 25% of the time. GS-09 Specialized Experience: One year of specialized experience which includes: 1) Assisting higher level specialists on performing studies/analysis on resources, personnel, and training support issues; and 2) Assisting with analyzing and evaluating the effectiveness of current or projected operating programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, finance, or accounting. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes: 1) Performing studies/analysis on resources, personnel, and training support issues; and 2) Analyzing and evaluating the effectiveness of current or projected operating programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business, finance, or accounting. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
