Duties The principal technical advisor to the J7 Director for all Knowledge Management (KM), Information Management (IM), and Portal Management actions and activities. Leads all J7 efforts for designing, developing, planning, organizing, overseeing, and implementing the KM / IM programs and programmatics. Designs, develops, and provides recommendations regarding improvement on Directorate KM / IM programs. The lead J7 expert on the N&NC KM Plan, IM Plan, Information Sharing, and proponent feeds into the Commands' Leadership information, decision support, and collaborative tools. Ensures all J7 KM / IM projects are in compliance with NORAD & USNORTHCOM's Information Governance policies. Ensures J7 Directorate procedures meet the organization's needs and are consistently understood and followed within each Division. Analyzes the need for new procedures and makes recommendations for implementation. Resolves a wide variety of conflict and duplication. Clarifies complex and confusing guidelines by performing research and obtaining information from various sources. Recommends and maintains policies and procedures for the directorate. Researches, interprets, analyzes and applies appropriate instructions, directives, and guidance. Recommends and maintains policies and procedures for accomplishment of the Directorate functions. Serves as the Directorate's portal manager, Site Owner, and Records/Files Custodian. Train staff on proper use of collaborative tools and assess coordination of relevant information. Instruct QT fundamentals to include use of the N&NC portal, chat tools, SIPRNet, NIPRNet and RELCAN tools, and required electronic reporting. Maintain portals and update all Training Summary Reports, Course Requests, incorporating changes and updating pertinent information. Support division Safety and Security Officer with security training support, Joint Personnel Adjudication System, alarms, safes, and miscellaneous required documents. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to lead internal teams and serve in leadership roles for Command-wide teams to design, develop, and implement programs. A comprehensive knowledge of programs, regulations, policies and practices related to DoD, Joint Staff, NORAD and USNORTHCOM, DHS, FEMA, etc. Extensive understanding of external information, knowledge and records management policies outside of the organization in order to integrate into the Directorate's program operations. Knowledge of the mission, objectives, terminology, and management practices of the organization and recognize probable areas of interaction and overlap between mission goals. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military process and doctrine; DoD and Services' organizational structures; national intelligence organizations, state and federal emergency organizations, other pertinent interagency organization such as US Coast Guard, Federal Emergency Management Agency, etc. 2. Knowledge of military strategic and tactical concepts, principles, processes in all domains - land, aerospace, maritime, cyberspace, planning, logistics, and interagency. 3.Knowledge of the major issues, laws, program goals and objectives, work processes, and administrative operations of a large, multi-faceted organization. 4. Practical and professional experience and knowledge of a wide range of all the services military and commercial technical Command, Control, Communications, and Computer methods, principles and practices. 5. Ability to communicate effectively, both orally and written. Knowledge of safety and security regulations, practices, and procedures. 6. Skill to defend ideas and support Knowledge Management, Information Sharing and Command Processes Concept. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. ADDITIONAL CONDTIONS OF EMPLOYMENT: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
