Duties This position is located with the G4 in Phoenix, Arizona. Its purpose is responsible for accomplishing program planning, budgeting, analysis and evaluation of Army National Guard logistical programs in the state. Major duties include reviewing, evaluating and analyzing obligations and expenditures. THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. Requirements Conditions of Employment ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the (G4). This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. Participation in direct deposit is mandatory. Must possess and be able to maintain a secret security clearance. Incumbent must possess a valid state drivers license. Recruitment, Relocation, or Retention Incentive may be offered and is subject to availability of funds. Qualifications Military Grades: Enlisted: E2/PV2-E9/CSM/SGM Warrant Officer: WO1-CW5 Officer: O1/2LT-O5/LTC Compatible Military Assignments: Enlisted MOS: Must possess an Army MOS Warrant Officer MOS: Must possess an Army MOS Officer Branch: Must possess an Army Branch GENERAL EXPERIENCE : Experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management. Experience using computer and automation systems. SPECIALIZED EXPERIENCE : Must have at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience analyzing, interpreting and developing policies and procedures of local management. Education You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position. Knowledge and skill of analytical techniques performed through interviews with supervisors, employees, and organizational workforce, including commanders and supply personnel to establish recommended solutions or follow-on actions. 3. Thorough knowledge of organization mission, logistics capabilities and requirements, to effectively communicate scope of the review, including regulatory standard, discrepancies and recommend corrective actions during entrance, and exit briefings to applicable unit/activity, staff, and directorate personnel. 4. Knowledge to plan and conduct reconciliations evaluations, projects and studies to recommend future changes in their effectiveness and efficiencies for logistic processes and programs. 5. Knowledge and skill in applying statistical analysis, sampling methods and techniques to determine compliance with applicable standards. 6. Ability to review, analyze, and resolve conflicts between local and higher headquarters regulations.
