Duties Reviews, evaluates and analyzes obligations and expenditures. Prepares directorate or division summaries from reports submitted by Major Subordinate Commands (MSC). Summarizes and interprets significant data collected and relates this data to the organizations program actions, identifies and analyzes deficiencies in resource consumption, training, workload, scheduling. Evaluates deviations from standards, plans, and estimates to determine cause and impact on missions. Assists management in interpretation and utilization of reports and information provided. Develops various visual media to present trends, performance status, capability and related management information. Provides recommendations to subordinate organizations for proper management of programs. Aids functional areas in identifying record documentation and procedures that can be streamlined, combined or improved and initiates methods to operate under the new or revised system. Recommends funding allocations and monitors expenditure to ensure allocations are being utilized as planned and are not being exceeded. Based on budget guidance received from higher headquarters, develops an annual budget for programs. Reviewed, edited, and consolidated maintenance operating budget estimates to ensure compliance with rules, regulations, and procedures. Researches and interprets personnel and training regulations, DA Pam's, Circulars, and NGB guidance. Assists management in preparing guidelines and instructions to MSCs for development of the yearly State Operating Budget (SOB). Develops and prepares current year program spreadsheets. Advises management on timing of obligations and expenditures for Cooperative Agreement service contracts, equipment acquisitions and other unusual commitments. Performed in-depth rigorous analysis of operating budget requests received by employing techniques such as cost-benefit analysis, program trade-off and exploring alternative methods of funding. Formulates and reviews all Annual Funding Guidance/Programs (AFG/AFP) ensuring obligation authority is not exceeded and budget adjustments are properly staffed. Review trends and performs analysis of separate budget activities then provides information to management. Develops, collects, and maintains various historical data used to initiate planning, programming and execution of current and future training and operations programs. Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position. Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. GENERAL EXPERIENCE : Must possess experience in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management; and experience using computer and automation systems. GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience which demonstrates your ability to review, evaluate and analyze budgetary obligations and expenditures; compile funding projections and prepare funding recommendations; identify and analyze deficiencies in resource consumption, training, workload and scheduling, and evaluate deviations from standards, plans, and estimates to determine cause and impact on missions; and develop an annual budget for programs based on budget guidance from higher headquarters. The specialized experience must also indicate you possess knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience which demonstrates the ability to apply practices, theories, techniques, and methods of management; analyze and interpret policies and procedures of local management; gather, assemble and analyze facts; draw conclusions and develop solutions to assigned problems; work with people from various trades and backgrounds to elicit their cooperation to perform specific tasks, comply with regulations, laws or practices; and present and discuss complex matters in a clear and convincing manner.
