Duties Represents the Army Contracting Command (ACC) as a subject-matter expert by serving as a business advisor on acquisition and contracting concerns in support of ACC senior leadership. Develops and interprets procurement guidelines, policies, regulations and legislation. Establishes and maintains contacts with customers, inside and outside DOD, including but not limited to senior leadership of all military services, other federal agencies, and industry groups. Assists the customer in obtaining ACC support. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. This position has a Temporary Duty (TDY) or business travel requirement on an occasional basis Selectees must meet position requirements for certification at Level 1 (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. A 1-year probationary period may be required. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst (Education) Degree: Bachelor's degree (or higher degree) from an accredited educational institution. (You must submit transcripts) OR Exception: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupies a GS-1102 position or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupies a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Initiating, developing, and recommending contracting policies and procedures; 2) Providing policy/procedures interpretation to personnel; AND 3) Generating reports with procurement automated systems for statistical analysis. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03/GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted. The following course and time requirements apply to this position: The Foundation Course (FC) is required for all employees hired after 30 September 2006. The Supervisory Development Course (SDC) must be completed within one year of placement into the position. For supervisor at the GS-13 to GS-15 levels (or equivalent pay bands), the Advanced Course (AC) must be completed within two years after placement into the position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
