Summary You will serve as a Procurement Analyst of NAVSUP FLC SD GF. Duties You will apply a high level of sound judgement to solve management challenges. You will analyze and interpret a wide variety of issues to formulate policy or procedural solutions to problems. You will communicate both written and oral communication skills to ensure the efficient and effective representation of senior level military and/or civilian personnel. You will apply knowledge of acquisition policies and procedures to support a wide variety of issues. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. This is a bargaining unit position. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. I have one year of Procurement Analyst specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an in-depth knowledge and application of Government procurement principles and contracting regulations such as Federal Acquisition Regulation (FAR), Defense Supplement to the FAR (DFAR), Navy and Marine Corps Acquisition Supplement to the FAR (NMCARs), contracting laws, higher headquarters instructions to interpret and provide guidance, policies and/or procedures within the Command. I also have experience applying Government procurement principles and contracting methods to the award of contracts that provide for technical and professional services, research and development services with statements of work or manufacturing type requirements using formal advertising or negotiation procedures. Examples of specialized experience may include the following: 1) Interpret and apply Federal, DoD and DON contracting laws, regulations, principles and procedures to manage programs and provide guidance on all aspects of procurement; 2) Initiate, develop, and recommend contracting policies and procedures for the guidance and control of contracting offices; 3) Review changes and analyze impact of change to contracting regulations and policy letters from higher headquarters;4) Conduct procurement training to contracting personnel;5) Review and analyze contracting work to ensure and determine efficiency, economy and effectiveness and 6) Prepare written policies, procedures, and guidelines to transmit implementing procurement information. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
