Job Title: Principal Program Manager Job Code: 225 Job Location: Herndon, VA OR Melbourne, FL Job Description: L3Harris is seeking a Capture Program Manager to support new business capture efforts across the Mission Networks sector. Under the supervision and joint direction of the General Manager and Business Development leadership, this position will work and coordinate with key stakeholders, manage projects, and maintain regular communication with customers. The Capture PM will support the sector to develop and execute strategic business development plans, manage and lead new business capture efforts, and lead proposal development including both technical writing and cost proposal development. The Capture PM will support internal and external collaboration to increase visibility with potential customers, advance growth initiatives and effectively promote and grow the portfolio of projects, and to strengthen relationships with key customers within the FAA and DoD. The Capture PM will be responsible for day-to-day management of new business opportunities throughout the business acquisition process as well as partner with functional counterparts to ensure contractual compliance, financial management, and partnerships. The Capture PM may lead special initiatives to increase business development and program implementation effectiveness, impact, and cost efficiency as well as support the growth of sector's portfolio and technical capacities. Essential Functions:
• Develop capture strategy including business solutions for pursuit of opportunities

• Gather market intelligence, discern market segment information, and complete competitive assessments

• Lead gate reviews and capture team activities from pursuit decision through contract award

• Oversee development of the price-to-win strategy and provide pricing recommendations

• Conduct and participate in color team reviews

• Identify the right pursuit team resources

• Communicate with customer as appropriate to clarify and shape proposal prior to final RFP

• Develop and manage the capture budget

• Ensure that the proposal submitted is compliant, competitive, and executable after the win

• Partner with Business Development to lead and support efforts to monitor and track new business opportunities with the FAA, Department of Defense, and other potential new customers

• Keep informed of key trends in the industry generally and specifically in the areas of surveillance, artificial intelligence, machine learning, resilient networks, hybrid cloud, cybersecurity/zero-trust frameworks, and Identity-Credential-Access Management Technologies

• Travel (25%), domestic and international Qualifications:
• Bachelor's Degree with 12 years of program/project management experience; Or, Graduate Degree with 10 years of program/project management experience; Or, in lieu of a degree, minimum of 16 years of prior related experience

• 7+ years of experience leading and winning multi-year opportunities of $250M or more

• Experience leading cross-functional, highly experienced professionals through collaboration/matrix organization

• Experience developing, managing, and executing comprehensive capture plans following Shipley Capture Management best practices

• Working knowledge of the Federal Government budget and authorization process

• Experience working with US civil and military requirements, acquisition, program management, and operational agencies

• Familiarity with Federal Aviation Administration (FAA) and Department of Defense and/or US Intelligence Community Programs

• Ability to obtain and maintain a Public Trust clearance Preferred Additional Skills:
• Direct experience interacting with customers to define mission needs and translating requirements to engineering and other program management personnel

• Proven proficiency to prioritize tasks and organize a workload to ensure most important issues are addressed first

• Ability to interpret, condense, and present findings to audiences with variable skill sets and experience levels

• Experience collaborating in a team environment on multiple concurrent projects with overlapping competing deadlines

• Ability to think abstractly and analytically to provide in-depth analysis and recommendations to internal customers, teammates, and external constituencies

• Highly motivated, self-starter who is willing to dive into the details and use strong collaboration and influence skills

• Strong business acumen, collaborative ability, and written communication skills

• Experience and understanding of forecasting, investment strategy, standard estimating, and budgeting practices, capture planning and proposal
