Duties Manages, administers, and implements requirements per DOD 4525.8M, Department of Defense Official Mail Manual and DOD 4525.6-M, Department of Defense Postal Manual. Represents the Force Support Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with wing, tenant, and contractor agencies. Serves as Classified Control Officer and is the central accountability and control point for Classified Material received or dispatched by all serviced organizations. Exercises supervisory personnel management responsibilities. Requirements Conditions of Employment U.S. Citizenship Required Males must be registered for Selective Service, see Employee must have the ability to obtain and maintain a Secret clearance. PCS will NOT be paid This position is subject to provisions of the DoD Priority Placement Program Work may occasionally require travel away from the normal duty station on military or commercial aircraft. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Disclosure of Political Appointments Position is obligated (position is one to which an employee has statutory restoration rights). Selected employee is required to sign agreement acknowledging understanding they may be displaced under RIF procedures at a later time. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions, for GS-0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Air Force and DoD official mail management policies and operating procedures contained in Air Force regulations and directives for CONUS operations. Knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. OR EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D, if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (Note: You must attach a copy of your college transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of policies, procedures, and processes that govern USPS, DoD, and Air Force Postal Programs. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Knowledge of and ability to apply laws, executive orders, regulations, policies, and concepts pertaining to postal requirements. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 5. Ability to develop and conduct effective training on safety, security, and postal operations procedures. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
