Position Overview:
Edgesource is seeking a Policy & Strategy Analyst within an exciting mission set in support of our government Sponsor. This position requires all duties to be performed full-time / onsite in the Bethesda, MD area. Job Duties:
Apply systems engineering, technical analysis, along with operations and research principles, theories, and methods in the development of major issues studies and strategic evaluation reports of issues of National Intelligence Importance.
Perform conduction planning, collection, and analysis of data, as well as with reviewing sizable amounts of data to develop methodologies and provide final results and recommendations on issues of National Intelligence importance.
Gather study proposals from Intelligence Community (IC) stakeholders, evaluate for suitability, frame and revise for clarity, estimate study staffing and timeline requirements.
Develop study design plan that includes objectives, key questions, stakeholder list, data gathering and analysis plan, and extensive issue framing.
Collect study-relevant data and information using mixed methods of qualitative and quantitative sources which include literature reviews, survey design and administration, database queries and custom data calls of enterprise mission and budget data. Clean/normalize quantitative and qualitative data for later analysis as necessary.
Analyze qualitative and quantitative data to answer study key questions and objectives favoring (but not limited to) an operations research approach to problems. Use a combination of descriptive statistics, case studies, sensitivity analysis, multi objective decision analysis and occasionally mathematical modeling to conduct the analysis.
Create well supported alternatives from which decision makers can select courses of action.
Write a long-form narrative analysis report for formal publishing and an executive-level summary presentation for consumption by senior IC executives and Congress.
Conduct foundational studies, program evaluations, and create boiled-down issue summations for IC senior leaders. Required Qualifications:
Possess an active TS/SCI with polygraph security clearance
Qualitative and quantitative analysis skills including survey development and various forms of statistical analysis
Experience with data collection and normalization
Use of statistical methods to perform cost effectiveness analysis, financial analysis, risk analysis, sensitivity analysis, etc.
Senior executive-ready writing skills in both long form reports as well as summary presentation formats
Solid ability to author and/or work with complex spreadsheets and databases
Intelligence Community Experience (DoD experience may suffice)
Previous experience conducting formal studies and ability to advise customer on how to conduct/improve their study process (e.g. evaluative techniques; development of Terms of Reference
Worked at one of the major IC agencies of organizations or a DoD equivalent (e.g. CIA, NSA, NRO, DIA, ODNI, etc.)
Ability to plan/build visualizations of quantitative and qualitative report elements
Desired Qualifications (NOT REQUIRED):
Visual Basic or other scripting knowledge
Experience with Tableau, Microsoft Publisher and Project software
Experience with JIRA
