Summary: Under the general direction of the Assistant Supervisor, the Regional Specialist - Plumbing provides oversight of the day-to-day plumbing services of an assigned region. The position oversees and participates in the installation, maintenance and repair of plumbing systems. The Specialist performs complex duties and serves as a technical expert to plumbing staff supporting the region.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Oversees and participates in the diagnostics, repair, installation and maintenance of plumbing systems to include water, gas, sewer, and grease separation systems; ensures work adheres to district customer service standards and complies with local and state plumbing codes.
  • Performs complex duties on plumbing systems and related components covering over 1 million square feet, which includes over 12 types of controls relating to commercial/domestic water heaters and boilers, kitchen equipment, water lines, recirculation pumps, gas valves, drain, waste and vent systems, sewer lines, irrigation systems, backflow preventers, fire mains and hydrants as well as the duties of a Plumber II.
  • Responds to operational emergencies affecting cafeteria services, broken water heaters, frozen pipes, broken water lines and gas leaks; evaluates situation and takes proper corrective action.
  • Performs tasks by using standard tools, materials, codes, diagnostic and troubleshooting methods and safe practices of the trade.
  • Interprets technical data from sketches, blueprints, schematics and service manuals.
  • Performs preventive maintenance inspections and repairs in assigned region including but not limited to commercial hot water capacity as mandated by the North Carolina plumbing code, state health, fire, city and county regulations.
  • Manages procurement cards, purchasing orders and maintains records regarding work performed, vehicle mileage and repair and supply requisitions.
  • Performs related duties as assigned.

Education and Experience:

Minimum:

  • High school diploma or G.E.D with additional specialized/technical training or some college courses
  • 7 years of related experience in the plumbing field

Desirable:

  • High school diploma or G.E.D with additional specialized/technical training or some college courses
  • 10 years of related experience in the plumbing field

Licensing / Certification Requirements: Valid Driver's License; Mecklenburg County Journeyman's Plumber Certificate; State of North Carolina Plumbing License, Plumbing Technical License; State of North Carolina Fire Sprinkler License M-1desirable; commercial driver's license desirable.

Knowledge / Skills / Abilities:
  • Knowledge of plumbing codes and regulations; City, County, State Federal and other codes, laws and ordinances pertinent to plumbing work
  • Knowledge of fire and safety regulations
  • Practice and process materials and tools used in plumbing construction, maintenance and repair consisting of gas, water, sewer and irrigation systems including cafeteria equipment and appliances plumbed with water or gas
  • Knowledge of supervisory principles
  • Considerable knowledge of the occupational hazards of the trade, be safety conscious and practice safety precautions at all times, and instill safety concepts in all plumbing staff supporting the region
  • A comprehensive and thorough knowledge of trade tools and of occupational hazards, safety precautions, local codes and regulations pertaining to the trades
  • Excellent communication, critical thinking and problem solving skills
  • Ability to manage multiple priorities
  • Ability to promote and follow District polices; building and department procedures

Physical Requirements:

  • Skills requiring repetitive motor coordination with finger dexterity most (5 to 8 hours) of a normal work shift
  • Required to exert physical effort part (up to 4 hours) of a normal work shift in handling objects over 30 pounds
  • Continuously handle/work (5 to 8 hours) handle/work with biohazards or risks for potential job-related injury
  • Exposure to blood borne pathogens, corrosive chemicals, high powered lasers, solid waste, caustic materials and sewer gases.
