Duties Manage the Wing's Plans and Program. Conducts a thorough review and analyzes for and results of wing exercises and inspections to validate the readiness/sustainability of units assigned. Assist the Installation Deployment Officer (IDO) with planning, organizing and implementing the Installation Deployment and Base Support and Expeditionary (BAS&E) Site Plans. Must have or be able to obtain and maintain a Top Secret/SCI security clearance. Travel and Relocation expenses will not be paid. Qualifications Conditions of Employment Cont. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Term position NTE 36 Months; the individual selected for this position may be extended without further competition. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions Series, 0343 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the mission, functions, programs, policies, structure, and operational capabilities of the wing and the host ABW in order to exercise and/or evaluate the efficiency, effectiveness and readiness operations and resources. Knowledge of existing DoD, agency, MAJCOM, federal, state, and local guidance and procedures related to programming wing/center exercises to evaluate the mission readiness and sustainability of units assigned. Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Defense Readiness Reporting System (DRRS), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool). Thorough knowledge of readiness, exercise, and inspection policy/procedures to study the efficiency and effectiveness of wing operations and improve organizational productivity. Knowledge of existing DoD, Air Force, and MAJCOM guidance related to evaluating exercise, inspection processes/operations; to include DoD and AF administrative, exercise, and inspection policies, procedures, techniques, and practices. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. which demonstrates the knowledge, skill, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of existing Public Laws, Executive Orders, DoD Regulations, Department of Defense, or other military guidance related to evaluating exercise, inspection processes/operations; to include administrative, exercise, and inspection policies, procedures, techniques, and practices. Comprehensive understanding of C2IMERA as well as EOC and CAT operations. Knowledge of Integrated Deployment Systems (IDS) which include logistics management information systems necessary for planning and executing deployment operations (e.g., Defense Readiness Reporting System (DRRS), Deliberate Crisis Action Planning and Execution Systems (DCAPES), AEF UTC Reporting Tool). Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner with installation leadership, as well as with local community, state, and/or Government agencies necessary to implement effective exercise and contingency response actions. Ability to identify, analyze, and translate complex information, make appropriate judgments, and determine options to form solutions. Skill in analyzing, planning, and adjusting work operations to meet program requirements and objectives within available resources; and in analyzing reports to identify relevant issues, identify potential trends, and draw sound conclusions in order to make appropriate recommendations. Ability to plan, organize, and negotiate effectively with senior specialists and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Knowledge and ability to use computer systems to include a comprehensive understanding of Microsoft Office. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
