ABOUT THE POSITION The County of Riverside's Human Resources Department has an opportunity for a Physician IV - CE who will be assigned to the Occupational Health Division located in Moreno Valley. Reporting to the Assistant Human Resources (HR) Director, the Occupational Health Physician is primarily responsible for the delivery of client services, medical leadership and clinical oversight for the Occupational Health Division and conduct pre-placement medical screenings of new hires to ensure that they are physically and mentally capable of performing essential job related duties and functions. The Occupational Health Physician will also conduct fitness-for-duty evaluations of employees, oversee various annual physical/health screening programs, and will serve as the Department's Medical Review Officer for drug screen results. This is the fully qualified Board Certified class in the Physician series. Incumbents in this class serve as specialists in one or more fields of medicine. In addition, incumbents may be required to assist in directing the work or providing instructions to medical students, nurses, residents, interns, Nurse Practitioners, Physician Assistants, as well as Physicians. Competitive candidates will be certified Medical Review Officers (MRO) and possess a valid certificate as a specialist in Occupational and Environmental Medicine, approved by the American Board of Medical Specialists (ABMS). Additionally, this classification is eligible to receive a confidential employee pay differential of 2.71% per hour. The pay differential will be applied to actual hours worked. EXAMPLES OF ESSENTIAL DUTIES In the course of supervising medical cases, conduct medical examinations and diagnose medical conditions; prescribe and administer treatment and/or medication. Perform or assist in performing surgical operations; supervise pre- and post- operative care of surgical cases. Order examinations, analysis, imaging diagnostic tests, and special diets; review reports, records, and general progress of patients. Assist in directing and supervising the work of residents, interns, and medical students in an assigned field. Arrange and conduct consulting conferences; chart reviews for the discussion of the surgical, medical, and behavioral health conditions of patients and their final diagnosis and treatment. Discuss findings with private physicians and consult with physicians in the community and members of other agencies concerning problems related to the operation of the Center for Optimal Health or Occupational Health and Wellness programs. Act as the primary consultant to staff regarding the medical aspects of the Center for Optimal Health or Occupational Health and Wellness programs; review the Center for Optimal Health or Occupational Health and Wellness programs to ensure compliance with state policies and regulations. Instruct registered nurses and other medical staff in the care and treatment of patients; determine necessity for referral and refer patients requiring special diagnostic procedures or treatment to appropriate sources. Prepare reports and correspondence; participate in clinical research; author articles for publication in medical/scientific journals; give presentations regarding research projects at medical/scientific conferences. MINIMUM QUALIFICATIONS Experience: Successful completion of a residency training program accredited by the Accreditation Council for Graduate Medical Education OR by the American Osteopathic Association (AOA) and Board Certification in that medical specialty. Completion of one year of practice experience following Board Certification is also required. License/Certificate: Possession of a valid Physician's and Surgeon's License issued by the State of California without restrictions. Possession of a current valid Drug Enforcement Administration Certificate (DEA). Possession of a valid medical specialty certification issued by the American Board of Medical Specialists (ABMS). Knowledge of: The principles and practices of modern medicine and its application, techniques, procedures, and equipment. Ability to: Instruct residents, interns, nurse practitioners, physician assistants, and students in a designated specialized medical service; prepare comprehensive and concise records; conduct medical examinations; diagnose medical conditions; prescribe treatment and medications; analyze and interpret health data; administer the medical component of health programs; maintain effective relationships with staff and patients.
